Single Source Justification (Simplified Acquisition)

FOR OFFICIAL USE ONLY

November 2018 FOR OFFICIAL USE ONLY Page 1 of 1

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 628th Contracting Squadron

Project/Program Name: FY21 Berkeley Electric Coop

Purchase Request / Local ID Number: N/A

Estimated Contract Cost (including Options): $640.00

Section B: Description of the Supplies/Services Required

Joint Base Charleston (JB CHS), South Carolina, has a requirement for the provision of electric services at the Sentry Post located at the junction of Liberty Hall Rd and Henry E. Brown Jr., Goose Creek, SC 29445.

Section C: Justification for Soliciting from a Single Source or Brand Name

Electric services are publicly regulated utilities. The state of South Carolina does not give buyers (including Government entities) a choice as to where they can source their utilities, essentially eliminating competition. The Public Service Commission of South Carolina does not regulate the services provided by Berkeley Electric Coop, but they do have jurisdiction over territorial rights issues. The Contract Specialist verified the utilities service maps available through the SC Energy Office website at http:// energy.sc.gov/energydata and confirmed that no other electric service vendors other than Berkeley Electric Coop can provide the necessary services at the required locations. Dominion Energy was contacted to see if they could potentially service the area but the service location was not within their service map. The Government has therefore concluded that a solicitation for the required services would not result in competition by two or more offerers, and that Berkeley Electric Coop can satisfy this requirement.

Section D: Efforts to Obtain Competition

Berkeley Electric Coop is a small business and the only authorized provider capable of satisfying this requirement. Therefore, even though it is not possible for the Government to obtain competition for this requirement, the Government will award a contract to a small business.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Upon renewal, 628 CONS and 628 CES will review the SC Public Service Commission and the SC Energy Office website to determine if the territorial rights and regulations have changed or allow multiple providers to fulfill this requirement prior to award of a new contract.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
