Project Mirror Ink Development Contract Task Order #1

STATEMENT OF OBJECTIVES

1.0 Scope of Work

The objective of this work is to put in place the initial task order of an Indefinite-Delivery-Indefinite-Quantity (IDIQ) contract with one or more vendors of security printing inks to advance the project goals of Project Mirror. Project Mirror is designed to provide security features and characteristics for use by the Banknote Equipment Manufacturers (BEMs), who are vital and important customers of the BEP in providing a consistent, reliable and highly secure banknote for use by the public.

The program office, the Office of Technology Development (OTD), Securities Features Division (SFD) of the Bureau of Engraving and Printing (BEP) has a requirement to procure R&D Services from a vendor for ink development services. The vendor must be an experienced security printing ink maker that can supply OTD/SFD with new inks related to Project Mirror. In this requirement, the Mirror Core Team and contract COR will specify the requirements desired in a new ink product for testing for the vendor to produce a specific quantity of ink for testing mainly in A100M on the Heidelberg Offset Press and the Intaglio Test Press (ITP). These requirements will be specifications related to both the new ink’s physical, chemical and spectral characteristics. These new R&D inks will not be available under the current ink supply contract.

3.0 Contractor Tasks/Requirements

3.1 The contractor shall supply five (5) kilograms of a red colored dry offset (flexographic) ink immediately ready to be used on press, as stated in the contract SOO. This ink shall be IR-opaque, i.e., high spectral absorbance in the >700 nm spectral region.

3.2 The contractor shall supply five (5) kilograms of a red colored dry offset (flexographic) ink, color-matched to the above ink in Section 3.1, immediately ready to be used on press, as stated in the contract SOO. This ink shall be IR- transparent, i.e., low spectral absorbance in the >700 nm spectral region.

3.3 The contractor shall supply five (5) kilograms of a green colored dry offset (flexographic) ink immediately ready to be used on press, as stated in the contract SOO. This ink shall be IR-opaque, i.e., high spectral absorbance in the >700 nm spectral region.

3.4 The contractor shall supply five (5) kilograms of a green colored dry offset (flexographic) ink, color-matched to the above ink in Section 3.3, immediately ready to be used on press, as stated in the contract SOO. This ink shall be IR- transparent, i.e., low spectral absorbance in the >700 nm spectral region.

3.5 The contractor shall supply five (5) kilograms of a blue colored dry offset (flexographic) ink immediately ready to be used on press, as stated in the contract SOO. This ink shall be IR-opaque, i.e., high spectral absorbance in the >700 nm spectral region.

3.6 The contractor shall supply five (5) kilograms of a blue colored dry offset (flexographic) ink, color-matched to the above ink in Section 3.5, immediately ready to be used on press, as stated in the contract SOO. This ink shall be IR- transparent, i.e., low spectral absorbance in the >700 nm spectral region.

3.7 For all the inks supplied in Section 3.1 – 3.6, a SDS and Technical Data Sheet shall be supplied.

3.8 For all the inks supplied in Section 3.1 – 3.6, the contractor shall supply three (three) Prufbau prints, or equivalent, as stated in the contract SOO in Section 3.2.4.

3.9 For all the inks supplied in Section 3.1 – 3.6, the contractor shall meet the appropriate physical property characteristics for BEP supplied dry offset inks as stated in the contract SOO in Section 3.3.3.

3.10 For all the inks supplied in Section 3.1 – 3.6, the contractor shall supply the corresponding reflection/absorbance spectral curves derived from the prints in Section 3.8 above.

4.0 HEALTH AND SAFETY

4.1 The contractor shall supply to BEP, the SDS of all chemicals that are shipped to BEP for review and approval by OEHS prior to shipment of all materials to BEP.

4.2 All SDSs shall be submitted to the COR at least ten (10) working days prior to shipment of all materials in order for OEHS to have sufficient time to review and approve the materials for shipment and use at BEP.

4.3 BEP retains the right to reject any material which OEHS deems to have any adverse health effect upon its employees. In addition, all chemicals supplied by the contractor shall meet the requirements of referenced document 2.8 above.
