PERFORMANCE WORK STATEMENT

CRANES, LIFTS, AND HOIST INSPECTION, MAINTENANCE,

REPAIR, AND CERTIFICATION

1. Purpose

The purpose of this Agreement is to provide a mechanism for the Bureau of Engraving and Printing (BEP) to utilize the services of a contractor to perform Occupational Safety and Health Administration (OSHA) and American Society of Mechanical Engineers (ASME) required regular cleaning, inspection, maintenance, repair, replacement, load testing and certification of the Material Lifting Devices (MLD), Weight Handling Equipment (WHE) and below-the-hook lifting devices in use at the BEP. See Attachment A: Specified Equipment hereby incorporated for a complete listing of equipment.

2. Facilities

The BEP is the world’s largest printer of security documents, which include United States currency. The BEP operates 24 hours per day, 5 days per week at 14th and C Streets, SW, Washington, DC. The facility is comprised of three buildings totaling approximately 1.4 million square feet.

3. Scope of Work

Contractor is responsible for all labor, material, tools, weight lifting or moving equipment, test weights, personnel and anything else required to perform the services. Provide locks and tags for securing any defective equipment and inform the COR of any device that was locked and tagged out during an inspection, test, or maintenance procedure at the end of each workday.

A) Equipment Covered

The quantities of equipment covered may change per BEP needs and the associated numbers of MLD/WHE or below-the-hook lifting devices are modified accordingly. The inventory of currently covered equipment is attached (Attachment A). The number of devices in service is not expected to fluctuate more than 20% from the current totals. As noted, the lists include small mobile cranes designed for use indoors and mobile chain hoists. Components of printing presses are specifically excluded from this contract. The contractor shall notify the Contracting Officer’s Representative (COR) if any changes to schedule are required to accommodate these changes.

B) Cleaning

Contractor shall thoroughly clean each specified MLD/WHE when necessary, including hand held control boxes.

C) Inspection

Contractor shall thoroughly inspect each specified MLD/WHE or below-the-hook lifting device for conformity with manufacturer’s specifications and ASME Standards to include all wear parts, specifically to include chains, hooks, electrical cables, sprockets, wire ropes, motors, brakes, seals, and cables.

Contractor is responsible for repairing at the contractor’s expense, any damage that occurs during inspection.

Contractor shall notify the COR at the end of each day as to whether there are any MLD/WHE or below-the-hook lifting devices that have deficiencies and provide a cost proposal to have them repaired.

Contractor shall take notes and measurements to ensure that they can have the necessary tools and parts available for repairs in a timely manner. Contractor shall perform inspections on a monthly and annual basis.

D) Maintenance

Contractor shall perform required maintenance on each specified MLD/WHE, lubricating and adjusting as required to comply with certification requirements or manufacturer’s recommendations. It is expected that minor adjustments, cleaning, and lubrication will be done as part of the maintenance process. Contractor shall perform routine maintenance on a monthly basis.

E) Repair/Replacement

Contractor shall complete all necessary repairs on the specified MLD/WHE. COR shall be notified if replacement is recommended rather than repair. Repair cost shall not exceed replacement cost.

A proposal shall be presented for all repair services not covered under inspection or maintenance.

Depending upon the criticality of the device the repairs may need to be expedited. If repairs cannot be completed in the time required or if the cost of the repair is in excess of generally available repair services, the BEP may choose to have the repair completed by other sources. For emergency work for which parts are not available on site, contractor may be asked to overnight parts so that the work can be done expeditiously.

These parts and delivery shall have a short proposal submitted to ensure that the contractor and BEP agree on the price of this service prior to ordering.

F) Load Testing

Contractor shall perform required load testing as specified by OSHA/ASME regulations on each MLD/WHE or below-the-hook lifting device identified, and shall place appropriate required markings of load capacities on the equipment. Load testing shall not be required of equipment that has been load tested, and has not had motor, gearing, or supports changed since prior testing.

Load testing of MLD/WHE or below-the-hook lifting devices shall be at the normal 125 percent of capacity.

Contractor shall repair and retest any MLD/WHE or below-the-hook lifting device that fails testing or breaks down during testing.

G) Certification

Contractor shall provide certification that the identified MLD/WHE and the below-the-hook lifting devices meet the requirements of the appropriate standards and regulations annually.

H) Record Generation and Update

Contractor shall generate an inspection, maintenance, load test, certification log for each identified MLD/WHE and below-the-hook lifting devices and shall update such log whenever additional work is performed on the equipment. Log shall contain sufficient detail to allow each piece of equipment to be identified. An electronic copy of these inspections, maintenance, and load tests shall be provided monthly in an electronic format agreed to by the BEP and contractor.

The logs shall be retained by the BEP, Office of Facilities Support, and shall also be updated whenever BEP supplied work is performed on the equipment.

A copy of the generated reports for the fiscal year will be provided on CD- ROM by end of each contract year.

I) Emergency Service

Contractor shall provide non-routine, emergency service, on a 48 hour call-in basis, i.e., Contractor shall respond to the Bureau within 48 hours of receiving a call from the COR.

4. SECURITY GUIDELINES

The BEP is covered under the Department of Treasury security regulations. All personnel working in the building must undergo a BEP security clearance.

Each contractor staff member requiring access to BEP facilities shall complete a full electronic security clearance package (eQIP). Upon completion and approval of this on-line process they will complete a further paper security package and be fingerprinted. After a successful full field background investigation, personnel will be issued a BEP access badge.

Entrance to the BEP prior to contractor staff obtaining access badges will be controlled by having BEP escorts for contractor personnel.

5. PRICING

Pricing shall delineate how cranes, hoists, and lifts shall be priced i.e. ¼ ton, ½ ton, 1 ton etc. so that any changes to quantities can easily be reflected in costs. Pricing shall also delineate additional pricing of any costs of repairs.

Pricing schedule shall take into account that various cranes, hoists, and lifts may be added or removed from service depending on changes in BEP operations.

6. RESPONSIBILITIES

The BEP’s Contracting Officer’s Representative (COR) is responsible for maintaining contact with the Contractor to insure goals and deadlines are met.

Contact information is as follows:

Bureau of Engraving and Printing 14th and C Street Washington, DC 20228

Contractor is responsible for the general management of the task as outlined in this performance based statement of work and adhering to schedules.

Both the COR and the Contractor shall be responsible for technical oversight of the specified service as set forth in the PBSOW of this agreement. In carrying out these responsibilities, they will operate within the scope of applicable regulations, authorities and funding limitations of this agreement. However, only the BEP Contracting Officer has the authority to make changes to the terms of this service agreement.

Due to limited BEP parking the contractor shall be responsible for obtaining their own parking.
