3.0 REQUIREMENTS
3.1 Material. The paper shall be made from bleached chemical wood pulp.
3.2 Performance.
3.2.1 Straps
3.2.1.1 Printing, Adhesive Application, Sheeting and Cutting of Currency Straps. The paper shall be suitable for printing by the heat-set web offset process, and for the application of hot melt adhesive. The BEP prints and applies hot melt adhesive to the paper and trims the paper such that there are forty-eight straps to a sheet. The paper surface shall be free from dust, lint, and fuzz or any particles that will pick, lift, fluff, or pile on the blanket during offset printing. The quality of print obtained shall be equivalent to the current production material. The paper shall not curl during printing and adhesive application, sheeting, cutting of individual currency straps, storing, or application and sealing of the finished straps. The sheets shall stack sufficiently flat for trimming into individual straps of the prescribed dimensions with straight and parallel edges. The BEP cuts individual currency straps 17.2 cm (6-3/4 inches) in length and 4.5 cm (1-3/4 inches) in width. The currency straps will be cut with the long dimension in the cross direction of the paper.
3.2.1.2 Strap Application and Use. The straps manufactured from the paper shall be suitable for use in the packaging section of the BEP's currency overprinting examination and packaging machines (COPE-PAK). In COPE-PAK, a suction pickup pulls an individual strap from the bottom of a stack of straps. The strap is fed lengthwise up to a stop and then pushed sideways into the wrapping station. The strap is then automatically wrapped around a stack of 100 finished notes and heat-sealed. The straps shall not curl during application and sealing. The straps shall be sufficiently stiff to go through the equipment smoothly without wrinkling, deforming or tearing. The straps shall not wrinkle, deform, or tear during the inspection or processing of notes. The straps shall not tear or break apart during shipment and handling of currency notes.
3.2.2 Bundle Bands
3.2.2.1 Adhesive Application, Sheeting and Cutting of Currency Bundle Bands. The BEP applies hot melt adhesive to the paper and trims the paper such that there are eighteen bundle bands to a sheet. The sheets shall stack sufficiently flat so as to be capable of being cut into individual bundle bands of the correct dimensions with straight and parallel edges. The BEP cuts individual currency bundle bands 38.4 cm (15-1/8 inches) in length and 5.9 cm (2-5/16 inches) in width. The currency bundle bands will be cut with the long dimension in the cross direction of the paper.
3.2.2.2 Currency Bundle Band Application and Use. The bundle bands manufactured from the paper shall be suitable for use in the packaging section of the BEP's currency overprinting examination and packaging machines (COPE-PAK). In COPE-PAK, a suction pickup pulls an individual band from the bottom of a stack of bands. The band is fed lengthwise up to a stop and then pushed sideways into the wrapping station. The band is then automatically wrapped around a bundle of 10 strapped packs of 100 finished notes each and heat-sealed. The bands shall not curl during application and sealing. The bands shall be sufficiently stiff to go through the equipment smoothly without wrinkling, deforming or tearing. The bundle bands shall not wrinkle, deform, or tear during the inspection or processing of notes. The bundle bands shall not tear or break apart during shipment and handling of currency notes.
3.3 Physical Requirements.
3.3.1 Finish. The paper shall have an English finish. See Section 6 below.

The leading and trailing edges shall be secured by means of heat resistant splicing tape. The tape color shall contrast with the paper color. Splices shall not separate or cause press stops during adhesive application.
Splices will be subjected to oven temperatures sufficient to raise the web temperature to 149°C (300°F) and total web tensions of up to 63.5 kilograms (140 pounds). Also, splices will be subjected to the application of molten adhesive at a temperature range of 190-204oC (375-400oF). Splices shall not cause damage to the impression or blanket cylinders, nor interfere with the processes of printing, adhesive application, sheeting or cutting.
There shall be a minimum of 760 meters (2,500 feet) between adjacent splices, and no splice shall be within 760 meters (2,500 feet) of the beginning or end of a roll. All splices shall be marked with red flags or markers on both ends of the roll. The markers shall not affect the performance or appearance of the paper.
