MEMORANDUM FOR MICC S2P2 OFFICE

SUBJECT: Brand Name Letter for MCOE Band Buy #920559 - Brand Name Justification for 6 each B-Flat Buffet R-13 Clarinet BC1131-5-0, 6 each B-Flat Buffet R-13 Greenline Clarinet BC1131G-5-0, 2 each A clarinet R-13 Buffet Clarinet BC1231-2-0, 1 each E-Flat Bufflet Clarinet BC1531-2, and 1 each Bass Buffet Clarinet BC1193-2.

1. While some wood and green line clarinets are manufactured for the student and non-professional, there are only few that meet the needs of professional musicians with long durability. Buffet Crampon is the one of the leading clarinet manufactures with high levels of quality in areas of sound production, durability, intonation, and ease of use. The B-Flat Buffet R-13 Clarinet BC1131-5-0 will be used for indoor missions while the B-Flat Buffet R-13 Greenline Clarinet BC1131G-5-0 will be used for outdoor missions, mainting the integrity of both instruements. The previous wood and green line, B-flat, E-flat and Bass clarinets are beyond lifecycle and are not economically repairable. We currently do not own any A clarinets, but do require them. The end user tested many makes and models of these clarinets and found these makes and models fit the performer and the ensemble requirements better than any other.

2. Market Research was conducted by SSG Paige Washburn during the months of March 2018.

An internet search was performed on the items listed above and at least three vendors were all able to provide quotes.

3. Army Regulation 220-90 6-1, a-c states:

6–1. Musical instruments

a. Authorizations for musical instruments used in Army MPUs are established by TOE, TDA, CTA 50–900, or CTA 50–909.

b. Professional, quality musical instruments are required in Army Music units. Contracting offices will procure musical instruments based on the recommendations of the MPU commander, Army Music officer, warrant officer bandmaster, or the MPU senior sergeant (see para 6–1c).

c. MPU commanders, staff music officers, or MPU senior sergeants are the only personnel authorized to certify the condition, serviceability, and professional quality of musical instruments, sound reinforcement systems, recording equipment, musical support equipment, and musical expendable supplies for use in ABCP units and activities. Disagreements on what constitutes "professional quality" musical instruments, electronic equipment, or musical support equipment will be referred to the Chief, Army Music Materiel and Logistics Office, Joint Expeditionary Base Little Creek–Fort Story, Virginia Beach, VA 23459–2617, for proponent resolution
