About this file
This is a FAR Part 13 Justification and Approval document for a sole-source bridge contract for laundry and dry-cleaning services. The contracting activity is U.S. Army Mission and Installation Contracting Command (MICC) Fort Benning, and the requiring activity is Army Sustainment Command (ASC) and Logistics Readiness Center (LRC), both located at Fort Benning, Georgia. The incumbent contractor, CLS Medical, Inc., is approved for a firm-fixed-price bridge contract valued at $2.7 million ($2,701,352.76). The contract provides a 6-month base period from January 1, 2026, through June 30, 2026 ($1,350,676.38), with an optional extension period from July 1, 2026, through December 31, 2026 ($1,350,676.38), utilizing FAR 52.217-8 for service continuity. The services include laundry and dry-cleaning operations for active and reserve military components, encompassing pick-up and delivery, washing, drying, pressing, packaging, drop-off, and exchange services for government-owned linens and clothing.
The justification for sole-source procurement cites unusual and compelling urgency under FAR 13.5 and 41 U.S.C. 1901, with the primary rationale being contract expiration on December 31, 2025, and the inability to award a competitive follow-on contract (W911SF-25-R-A008) by that date due to a 43-day government furlough, Solicitation Review Board delays, and other administrative factors. Market research identified seven small business concerns expressing capability to perform, but time constraints preclude award to alternative vendors. The Government would experience an unacceptable lapse in critical services essential to soldier health, hygiene, morale, and mission readiness without this bridge action. The follow-on competitive acquisition is anticipated to be released for solicitation on March 31, 2026, with contract award targeted for June 5, 2026. CLS Medical, Inc. qualifies as a small business concern and is not subject to subcontracting plan requirements. The action will not be synopsized on SAM.

Justification Review Document FAR Part 13 Justification and Approval
Simplified Procedures for Certain Commercial Items
Program/Equipment: Laundry and Dry-Cleaning Services for Active and Reserve components in support of Army Sustainment Command (ASC) and the Logistics Readiness Center (LRC) – Fort Benning, Georgia.
Authority: Simplified Procedures for Certain Commercial Items, Title 41 U.S.C 1901 as implemented by FAR 13.5: Unusual and Compelling Urgency
Amount: $2.7 million

Requirements:
Reviews: I have reviewed this justification and find it adequate to support other than full and open competition.
perform laundry and dry-cleaning functions at the current level of effort. It would take a minimum under exceptional circumstances 90-120 days to recruit and hire through the civilian personnel system and then an additional 90 days to train the personnel necessary to support the current requirement. This several- month delay renders this alternative as not a logical solution.
3) Sole source or competitively offering to another vendor: Complexity of the requirement, and restrictiveness of time available, make it unrealistic to consider another business that could achieve an award, develop a viable work force, perform a phase-in, and execute satisfactorily within the period under consideration.
4) Extension of the current contract: The incumbent contractor is the only source reasonably available to provide the required labor and services for the requested period of performance at the best value price to the government. CLS Medical, Inc. has the labor structure in place that will ensure the continuity of operations of services, thereby not jeopardizing mission success.
c. Impact if justification is not approved: Transitioning immediately to a new contractor currently is deemed unacceptable due to insufficient time to properly prepare and implement the new contract without mission failure. The additional lead time provided by this bridge effort is needed to complete the pre-award milestones up to finalizing award. All options in the current contract have been exhausted, and a bridge contract is the only adequate solution. If this request is not approved, it would significantly impact on the core mission of Fort Benning to train active, reserve, and multinational units and service members and jeopardize their life, health and safety.
Efforts to Obtain Competition: Competition for this bridge contract is not possible given the time constraints to award a new contract. In accordance with FAR 5.202(a)(2), this action will not be synopsized. The proposed contract action is a sole source action made under the conditions described in FAR 6.302-2(a)(2), for purchases conducted using simplified acquisition procedures, if unusual and compelling urgency precludes competition to the maximum extent practicable and the Government would be seriously injured if the agency complies with the time periods specified in FAR 5.203. CLS Medical Inc. represents itself as a small business concern under the applicable NAICS code in the System for Award Management (SAM); therefore, a subcontracting plan is not required in accordance with FAR 19.702(b)(1).
Actions to Increase Competition: Competition for this bridge contract is not possible given the time constraints. The purpose of this bridge is to provide for urgent services during the time necessary to establish the acquisition with a mandatory source, total small business set-aside.
This 6-month base period would provide adequate time to compete this contract.
Market Research: Market research was conducted and was approved, pending completion of the Solicitation Review Board process. As part of the market research, a Sources Sought Notice was issued to assess small business interest and capability. A total of seven (7) small business concerns responded, each expressing interest in and the capability to perform the required services.
. The table below outlined the seven small businesses who expressed interest in this requirement:
12. Technical Certification: I certify that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
13. Requirements Certification: I certify that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
14. Fair and Reasonable Cost Determination: I hereby determine that the anticipated price/cost to the Government for this contract action will be fair and reasonable. This determination will be made using price analysis techniques found in FAR Part 15.404(b) using historical data, fair market price comparisons and the requiring activities Independent Government Estimate (IGE). As a part of this basis, certified cost or pricing data is not required because the item and/or services being acquired are considered commercial.
15. Contracting Officer Certification: I certify that this justification is accurate and complete to the best of my knowledge and belief.
Approval
Based on the foregoing justification, I hereby approve the procurement of Laundry and Drycleaning Services on a sole source basis pursuant to the authority of the Simplified Procedures for Certain Commercial Items, Title 41 United States Code Section 1901 as implemented by Federal Acquisition Regulation 13.5. The estimated value of the new contract is $2.7 million for a 3-month base period with three 1-month options of performance including FAR 52.217-8 for up to 6 months, if utilized. The approval is subject to availability of funds, and provided that the supplies and/or services herein described have otherwise been authorized for this acquisition.
