About this file
This is a Justification Review Document for Other than Full and Open Competition under FAR Part 6, seeking approval for a non-competitive modification to extend the Base Operations (BASOPS) contract for Fort Belvoir, Virginia.
The requiring activity is the Directorate of Public Works at Fort Belvoir, Virginia, with the contracting activity being the U.S. Army Mission and Installation Contracting Command (MICC)-Installation Readiness Center. The action requests approval to add FAR Clause 52.217-8 (Option to Extend Services) to the existing firm-fixed-price IDIQ BASOPS contract W5168W-25-C-A003 with Aleut O&M Services, LLC, valued at $13.5 million for a period of performance from 01 April 2026 through 30 September 2026. The BASOPS services require the contractor to provide all personnel, equipment, supplies, tools, materials, supervision, and non-personal services for installation operations support, including preventive maintenance services seven days per week, 365 days per year, and on-demand repair services (emergency, urgent, and routine) for Fort Belvoir facilities. The justification for sole-source award under 10 U.S.C. 3204(a)(1) and FAR 6.103-1 cites the incumbent contractor as the only responsible source capable of providing uninterrupted services without a break-in-service, given cumulative procurement delays including pre-award protests, extended question-and-answer periods, Source Selection Authority personnel changes, pricing imbalance identification requiring formal discussions, internal policy restricting contract awards in certain fiscal quarters, and a 45-day productivity loss during the October-November 2025 Government furlough. A Sources Sought Notice posted on 11 February 2026 with a closing date of 18 February 2026 received 17 responses, none demonstrating capability to perform within the time constraints. The follow-on competitive contract was solicited on 23 February 2024 as a 100% 8(a) small business set-aside, with projected award on 30 April 2026 and transition completion on 01 July 2026. The modification was approved by WADE C. COLE, Senior Contracting Official, U.S. Army Mission and Installation Contracting Command.

Justification Review Document
FAR Part 6 Justification for Other than Full and Open Competition
1. Requiring Activity: Directorate of Public Works, Ft. Belvoir, VA
2. Contracting Activity: U.S. Army Mission and Installation Contracting Command (MICC)-Installation Readiness Center (IRC), 2205 Infantry Post Road, Building 605, Fort Sam Houston, TX 78234.
3. Description of Action: Request approval of a modification to add FAR Clause 52.217-8, Option to Extend Services, to extend the current firm-fixed-priced (FFP) IDIQ Base Operation and Maintenance (BASOPS) contract W5168W-25-C-A003 with Aleut O&M Services, LLC, 5775 Mark Dabling Blvd #105, Colorado Springs, CO 80919-2240.
The addition of FAR Clause 52.217-8 to the current contract with Aleut O&M Services, LLC, will allow the MICC-IRC sufficient time to complete evaluations/discussions and award a competitive follow-on contract, and allow Base Operation and Maintenance Services to continue uninterrupted until the follow-on contract award is made. The Government projects awarding this modification using fiscal year 2026 (Army) Operations and Maintenance funds.
4. Description of Supplies/Services: The BASOPS mission for Fort Belvoir requires the Contractor to provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide installation operations support services. The Contractor also provides all parts required for preventive maintenance and all repair parts required for demand maintenance. The Contractor must provide installation preventive maintenance services seven days per week, 365 days per year. Preventive maintenance is the recurring sustainment work performed on all real property facilities to detect and correct incipient failures and accomplish needed minor maintenance. Preventive maintenance includes systematic and cyclic checks, inspections, servicing, and repair of deficiencies of utility plants and systems, buildings, structures, and grounds facilities. These repairs may also include replacement of parts or components necessary to keep equipment and/or systems operating effectively. In addition, the Contractor must also provide on-demand repair services on a routine, urgent, and emergency basis. On-demand repair service is performed in response to a customer initiating a request for service, which then generates a Demand Maintenance Order (DMO). DMOs are classified in three categories: 1) Emergency, which immediate action is required to eliminate life threatening or serious injury hazards to personnel; 2) Urgent, which failure would soon inconvenience or affect security, health, or well-being of personnel, but does not immediately endanger personnel or properties; and 3) Routine, which failure to repair will result in measurable discomfort or inconvenience to the customer or waste resources or create the need for additional minor repairs.
potential Energy Savings Performance requirements that could be removed from the standardized BASOPS requirement and handled separately with Energy Savings Performance Contracts. Upon realization that separating potential ESPC requirements from the BASOPS requirement was accruing further unacceptable delay, this initiative was deferred for future deliberation. A short-term bridge contract W91QV1-24-D-0007 was approved with a Period of performance of 21 March 2024 through 20 June 2025 in response to these delays.
An additional bridge contract became necessary to avoid another potential break in service. Although the solicitation for the follow-on contract was issued on 23 February 2024 and proposals were received on 28 June 2024, the process was impacted by a pre-award protest, extended question and answer periods in response to the RFP, the departure and replacement of the Source Selection Authority (SSA), and then identification of pricing imbalances in the vendor’s proposals, which necessitated a shift from awarding off initial proposals to conducting formal discussions. Furthermore, due to recent internal policy guidance from ID-Sustainment G8 (Program Development and Resource Management Office) restricting contract awards in the first and fourth quarters of a fiscal year (no contract awards between 1 July 2025 and 31 December 2025), the IRC, in coordination with MICC-Belvoir and IMCOM, had to adjust the phase-in to the second quarter of FY26. As a result, a nine-month and ten-day bridge, W5168W-25-C- A003, was awarded with a period of performance of 21 June 2025 to 31 March 2026.
However, due to the 2025 Government furlough that began on 1 October 2025, the MICC-Installation Readiness Center (MICC-IRC) paused working on the follow-on procurement during the shutdown and experienced nearly a 45-day loss of productivity in advancing or completing procurements in their portfolio until the Government shutdown ended on 13 November 2025. Additional time is now required to complete evaluations/discussions, award the follow-on competitive contract, and allow a transition period between vendors; therefore, requiring a corresponding extension to the existing contract to avoid a lapse in critical base operations support services at Fort Belvoir.
These cumulative delays have shifted the anticipated contract award date from January 2026 to 30 April 2026. As a result, the incoming vendor's two-month Phase-in period will now commence on 01 May 2026.
Given the history of unforeseen delays that have impacted this procurement, it has been determined that including FAR 52.217-8, Option to Extend Services into this bridge contract is a necessary risk mitigation measure. This clause will provide the Government the ability to extend the period of performance for up to six months to allow sufficient time to complete evaluations/discussions and award a competitive follow-on contract while allowing Base Operation and Maintenance Services to continue uninterrupted until the follow-on contract is awarded and a Phase-in and Phase-out occurs.
The inclusion of FAR 52.217-8, Option to Extend Services does not obligate the
Government to exercise the entire six-month period but allows the Government the ability to use what is necessary to prevent a lapse in service should the award of the follow-on contract be further delayed. This option allows the Government to avoid the significant administrative burden and potential service gap that would result from having to prepare and award an entirely new bridge contract.
b. Alternatives.
1) Suspension of Operations. Suspension of operations is not a viable option.
The maintenance service provided by the current contract directly impacts multiple agencies’ missions located at Fort Belvoir. Suspending maintenance service will increase the risk of life, health and safety issues surrounding the possible functional failure of buildings and their equipment, jeopardizing missions of the occupants.
2) Compete the bridge contract. Competing the bridge contract is not a feasible option. For complex acquisitions such as BASOPS services, to compete a short-term bridge would require at least 330 days to make an award and execute a phase-in period. With the cost of a contract of more than $20 million per year, it is unrealistic to solicit for services of this magnitude, award, and transition to a new contract prior to 30 April 2026. Due to the magnitude and complexity of the requirement and the time available before the current contract expires on 31 March 2026, the incumbent contractor, Aleut O&M Services, LLC, is the only available source that can provide services until a new competitively awarded contract can be executed in April 2026 and a transition can occur.
c. Impact if justification is not approved. Failure to approve this action will result in a break-in-service of base operations and maintenance across the Fort Belvoir installation that will negatively affect all Fort Belvoir tenants and risk mission failures across multiple agencies. The increased risk of experiencing building infrastructure failures due to lack of maintenance services for mission critical facilities like Tyson’s Corner Communication Tower, Suitland Communication Tower, and INSCOM facilities will negatively impact national security.
7. Efforts to Obtain Competition: The Contracting Officer shall publish the notices required by FAR 5.101 and any bids or proposals received shall be considered.
Effective Competition: Because this is a sole source action, effective competition is not applicable.
Subcontracting Competition: Aleut O&M is a Small Business, and therefore subcontracting efforts are not required.
A Sources Sought Notice was posted as a Special Notice to SAM.gov on 11 February 2026, seeking possible sources, with a closing date of 18 February 2026. Of the 17 responses received, none of the vendors demonstrated the capability to perform the work as presented and within the time constraints presented in the Sources Sought notice. While some responses provided recommendations to improve the Army’s approach to acquiring the identified items/services, none of them were effective approaches. A direct award in accordance with DFARS 219.808-1 would reduce procurement lead time and avoid a protest of the bridge contract. This strategy would not address the required review process from the contracting activity nor the transition period of sixty-days. No vendor was able to provide any recommendation to mitigate the review process or transition period. As such, the inherent risk of competing this short-term bridge, or utilizing a direct award to an 8(a) contractor, has a high probability for a break-in-service. At this time, extending the current contract with the incumbent is the only procurement method that would prevent a break in these essential services.
Additionally, any new contractor would need to overlap with the incumbent contractor for a sixty-day transition period, which is no longer possible.
A competitive procedure for this bridge would conservatively take a minimum of 330 days to award and the new vendor performing at full capability. The Assistant Secretary of the Army (Acquisition, Logistics and Technology) has established Procurement Acquisition Lead Times of 220 days after the release of an official solicitation for any contract within the threshold of $10 million to $100 million dollars. When added to fifty-days for the pre-solicitation process and a sixty-day transition period after the award, the total estimated time for a procurement of this dollar value amounts to 330 days.
A non-competitive award utilizing the Small Business Administration 8(a) program would take conservatively 180 days to award. Adding an estimated fifty-days for pre-solicitation activity, seventy-days for lead time to award and a sixty-day transition period after award, the total estimated time for a procurement of this dollar value amounts to 180 days.
Such scenarios would encounter a break-in-service and are not acceptable as base operations support disruptions will lead to the degradation of both the mission of all tenants on the installation and the physical security of the installation. For the aforementioned scenarios, the current incumbent is the only responsible source able to provide continuity of services without a break-in-service.
8. Actions to Increase Competition: Competition is being sought to the fullest extent practicable by soliciting the follow-on contract as a competitive 8(a) small business set-aside. The follow-on contract solicitation was released 23 February 2024.
No other actions were taken beyond the sources sought notice to obtain competition for this short-term bridge contract. The incumbent contractor has the personnel on hand that can perform the required BASOPS services without the need for a phase-in period.
Formal market research was conducted as part of the follow-on contract effort.
9. Market Research: The recently established MICC-Installation Readiness Center is conducting the procurement for the follow-on contract to W5168W-25-C-A003. For the
