5.0 PACKAGING, LABELING, AND DELIVERY
5.1 Packaging Instructions
All individual items that compose the complete Bedroom Living Kit must remain packaged and sealed in their original factory packaging. The Bedroom Living Kits shall be packaged to ensure they can be stored for up to three years in unconditioned spaces. Given the unpredictable circumstances that can arise during disaster response and recovery, it is possible that pallets of Bedroom Living Kits will be moved multiple times, double-stacked for storage, or stored in various locations, including warehouses or outdoor environments, without protection from all types of weather conditions. Therefore, the Contractor shall ensure that the Bedroom Living Kits are packaged to withstand such handling and climatic conditions. These conditions may include blowing snow, flurries, freezing rain, high humidity, rain, sleet, or snow.
Each individual Bedroom Living Kit packaging, container, or box must be able to fit through standard 32-inch residential doors and shall not exceed 30 pounds. If individual Bedroom Living Kits are not sized for easy packing on pallets, the Contractor may aggregate multiple kits into boxes or containers to facilitate shipping and placement on a pallet. All Bedroom Living Kits shall be packaged into boxes or containers containing only that specific kit. For instance, TTHU king Bedroom Living Kits shall only be boxed with other TTHU king Bedroom Living Kits. No box or container shall contain a mix of different types of living kits. Boxes or containers shall not exceed 50 pounds to ensure they can be easily moved by a single person.
All items shall be packed in a manner that minimizes packing material without compromising the safety of the contents during shipping and throughout the entire storage period. Each box or container shall be labeled on five sides (top and four sides) and sealed with security, tamper-resistant, or tamper-evident tape on all open edges.
5.2 Labeling and Identification
TTHU Bedroom Living Kits shall be clearly and comprehensively labeled to ensure that the type of living kit can be determined without the need to open the packaging. This is crucial for efficient inventory management, quick identification, and seamless distribution during emergency responses. The labeling must meet the following criteria:
1. Type of Living Kit: Clearly specify the type of living kit. This helps in quickly identifying the contents and ensuring that the appropriate kit is provided to disaster survivors.
2. Packaging Date: Include the date the living kit was packaged. This is essential for tracking the age of the kits and ensuring that the items provided are within their usable period.
3. Provider Information: Clearly state the name of the company providing the living kit.
This ensures accountability and traceability, which are critical in managing supplies during disaster response operations.
All bedroom living kits shall be marked on all sides of the packaging box or container. This comprehensive marking strategy ensures that the kits can be easily identified from any angle, facilitating efficient handling and storage. However, in cases where marking all sides would require a font size smaller than 24-point, care must be taken to ensure that the labeling remains legible and clearly visible.
Examples of Labeling:
• FEMA TTHU Double Bed Living Kit – 09/01/2025 – XYZ Company
In instances where multiple kits form part of a set, the labeling should also include specific sequence information to avoid any confusion:
• FEMA TTHU Double Bed Living Kit – 09/01/2025 – XYZ Company – 1 OF 3
• FEMA TTHU Double Bed Living Kit – 09/01/2025 – XYZ Company – 2 OF 3
• FEMA TTHU Double Bed Living Kit – 09/01/2025 – XYZ Company – 3 OF 3
5.3 Pallet Packing
Pallets shall be composed of individual types of Bedrooms Living Kits (e.g., only 2 XL Twin Bedroom Living Kits per pallet) and shall conform to industry delivery size standards (48 inches by 40 inches, 4-way). Each pallet of Bedroom Living Kits shall be fully covered on all sides, with the stretch wrap extending over the top of the boxes for the entire top layer. The height of the pallet shall not exceed 55 inches when loaded.
Pallets must be made of hardwood and designed for pickup from all four sides. The Contractor shall ensure that the Bedroom Living Kits are packaged to withstand handling and various climatic conditions, including but not limited to blowing snow, flurries, freezing rain, high humidity, rain, sleet, or snow.
5.4 Tracking and Delivery
5.4.1 Tracking
The Contractor must have the capability to track shipments using Global Positioning Systems (GPS) and provide real-time updates on a 24/7 basis. This tracking capability is crucial, as FEMA may need to request the diversion of a shipment during a disaster response and must be able to determine the current location of the shipment to accurately calculate the revised arrival time at the new destination.
Upon invoicing, the Contractor shall provide an electronic spreadsheet detailing the shipment of commodities from the place of origin to the destination. At a minimum, the electronic spreadsheet must include the following details:
• Load number.
• Bill of Lading number
• Nomenclature and units shipped.
• Personal identifier for each unit
• Carrier
• Truck number
• Trailer number
• Place of origin
• Destination
5.4.2 Delivery
The contractor shall be expected to deliver an order of living kits within 60 calendar days of a purchase order being initiated by FEMA. The delivery location will be within the Contiguous United States (CONUS). The delivery location is identified as follows but could change depending on the need, disaster, and circumstances:
FEMA Manufactured Housing Storage Site (MHSS) Selma Selma MHSS-FEMA 661 Selfield Road Selma, AL 36704
6.0 PERIOD OF PERFORMANCE
A base period of 12 months and four option periods of 12 months each.
7.0 PLACE OF PERFORMANCE
The place of performance shall be at the Contractor’s facility to manufacture the bedroom living kits.
8.0 ADDITIONAL INFORMATION
Recent market research underscores the importance of sustainability and operational efficiency in packaging, labeling, and delivery practices. The Contractor is encouraged to adopt the following best practices to ensure the Bedroom Living Kits align with the latest industry standards and meet FEMA's high expectations:
• Eco-Friendly Packaging: Utilize sustainable and biodegradable packing materials. This supports meeting the increasing consumer demand for environmentally responsible solutions and demonstrates a commitment to FEMA’s goal of reducing the environmental impact of disaster response efforts.
• Compact Design: Optimize the packaging design to minimize space and weight. This facilitates easier and more cost-effective transportation and storage and enables Bedroom Living Kits to be more quickly deployed and distributed in disaster scenarios, enhancing the overall efficiency of the response effort.
• Enhanced Durability: Ensure that all packaging materials are robust enough to withstand various climatic conditions and multiple handling stages. This guarantees that the integrity of the kits is preserved during storage and transit, regardless of the environmental challenges. This reliability is crucial in disaster recovery, where every piece of equipment must perform without fail.
By incorporating these advanced packaging, labeling, and delivery strategies, the Contractor can significantly enhance the effectiveness of the Bedroom Living Kits, ensuring that they are both practical and resilient in the face of disaster response challenges.
