RFP #072826 DOCUMENTS Page 8
5.1. Project Intent
Beaufort County seeks to procure design-build services for the development of new aircraft storage facilities at Beaufort Executive Airport (ARW), located at 39 Airport Circle, Beaufort, South Carolina 29907. The project includes the design and construction of an eight-bay T-hangar and a 50-foot by 50-foot box hangar to support based general aviation aircraft storage, accommodate a variety of aircraft types, enhance airport operational efficiency, and generate additional airport revenue.
The County's objective is to engage a qualified design-build team capable of efficiently advancing the project from preliminary design and site validation through final design, permitting, pricing, procurement, construction, and project closeout. The selected team shall provide complete, turnkey facilities that emphasize durability, maintainability, operational efficiency, constructability, and long-term value while supporting the Airport's operational, economic development, and long-term growth objectives.
The County encourages practical and innovative design solutions that maximize lifecycle value while maintaining cost-effectiveness, functionality, and ease of maintenance. The completed facilities shall integrate with existing airport infrastructure and comply with all applicable federal, state, and local requirements.
5.2. Project Site and Existing Conditions
The proposed hangar site has been identified and is expected to be pad-ready at the time of contract execution. The project will include some site civil work. This is anticipated to include completion of grading and pavement tie-ins immediately adjacent to the hangars as well as installation of waterline and fire hydrants. The extent of this work will be verified during the preconstruction phase.
The County expects the selected design-build team to validate site conditions as part of its preconstruction services and incorporate those conditions into its final design and implementation approach.
5.3. Desired Delivery Method
The County intends to utilize a design-build delivery method for this project. The County believes this approach is best suited to the project because it allows for:
• Prompt initiation of design services;
• Collaboration between the owner, designer, and constructor during project development;
• Early evaluation of building systems, hangar door systems, constructability, and cost;
• Identification of early procurement, permitting, and construction activities that support efficient project delivery and available funding requirements;
RFP #072826 DOCUMENTS Page 9
• Coordination of design and construction activities through a single point of responsibility; and
• Development of a practical and efficient path to implementation.
The County seeks a qualified design-build partner capable of providing practical, cost-effective, and maintainable solutions for both the T-hangar and box hangar facilities. The County encourages evaluation of alternative building and door systems that maximize long-term value, operational efficiency, durability, and ease of maintenance.
The County is not seeking to accelerate construction at the expense of quality or cost. Rather, the
County seeks a qualified design-build partner that can promptly initiate work, intelligently sequence project activities, and support early eligible expenditures associated with available project funding while maintaining efficient project delivery.
5.4. Project Goals and Priorities
The selected design-build team shall be expected to support the following project priorities:
Efficient Project Initiation and Advancement

The County expects the selected team to work collaboratively throughout design development, system evaluation, cost refinement, value engineering, and final price establishment to ensure the project remains aligned with the County's budget and objectives.
Timely Funding Deployment
The County seeks an approach that allows eligible design, permitting, procurement, and construction activities to proceed in time to support expenditure of available project funding within required timeframes while maintaining efficient project delivery.
5.5. Performance-Based Project Expectations
The County intends to describe the project primarily through performance requirements rather than a fully prescriptive design. Proposers should be prepared to provide complete, functional, and maintainable hangar facilities that satisfy the County's operational needs, project objectives, and long-term development goals.
The design-build team should anticipate that the project will include, at a minimum, the following elements:
• An approximately eight-bay T-hangar;
• An approximately 50-foot by 50-foot box hangar;
• Aircraft storage facilities appropriate for based general aviation aircraft;
• Individual aircraft storage units and hangar door systems appropriate for the intended use;

and
• All design, engineering, permitting, coordination, procurement, construction, commissioning, and closeout services necessary to deliver complete, operational facilities.
The County is not seeking to prescribe a specific building system, structural system, hangar door manufacturer, door style, or operating method. Rather, proposers should recommend practical and proven solutions that provide the most economical, efficient, reliable, and low-maintenance approach for the intended use.
Respondents should demonstrate experience designing and constructing aircraft storage facilities that promote operational efficiency, structural durability, wind-load resistance, ease of maintenance, and suitability for a coastal airport environment. Proposed hangar door systems
RFP #072826 DOCUMENTS Page 11 shall include a practical means of operation and emergency access in the event of a power outage.
The County encourages innovative and constructible designs that maximize long-term value, operational functionality, durability, and lifecycle cost savings while maintaining a professional appearance appropriate for an airport environment.
The County may express preferences regarding certain functional or performance outcomes associated with the building and hangar door systems; however, proposers may recommend alternative solutions provided they satisfy the County's stated performance requirements and do not adversely affect cost, maintainability, schedule, operational functionality, or long-term value.
5.6. Anticipated Scope of Design-Build Services
