1.0. DESCRIPTION OF SERVICES.

The contractor shall provide a broad range of technical support to the Basic Expeditionary Airfield Resources (BEAR) Base Systems Support Flight (SSF) with BEAR Base system and equipment product enhancement, improvement, and integration functions. BEAR is an Air Force (AF) recognized program and is a critical Agile Combat Support (ACS) capability. It provides vital equipment and supplies necessary to bed down and support combat forces at expeditionary sites with limited infrastructure and support facilities. As a minimum, each location must have a runway and parking ramp suitable for aircraft operations and a source of water that can be made portable. BEAR systems also provide mobility operational support, to include, humanitarian relief efforts and natural disasters.

BEAR consists of a variety of systems and equipment such as personnel shelters, aircraft shelters, food service facilities and equipment, mortuary, tactical field exchange, hygiene facilities, power and water production and distribution equipment, heating and air conditioning, and refrigeration equipment, vehicles, runway lighting, vehicle maintenance equipment, civil engineering equipment, and associated spares configured into Mobility Readiness Spares Packages (MRSPs). When combined, these systems and equipment make up the infrastructure needed to establish an air base in a deployed environment. Although BEAR is an AF program, the support is to the BEAR systems as defined in the specific task descriptions in Section 2.0. The SSF has been established at Holloman AFB, New Mexico to work for the 635th Materiel Maintenance Group (MMG) and in turn may assist the BEAR Base Integrated Product Team (BBIPT) and the BEAR Program Management Office (LCMC/WNZ) located at Warner Robins-Air Logistics Center (WR-ALC). The SSF will function under the 635th MMG Center of Excellence.

The contractor shall provide technical assistance in assessing equipment for suitability in BEAR Base use and ensure systems capability on BEAR Base assets being procured and/or evaluated. The contractor shall assist the SSF in integrating and field-evaluating proposed BEAR Base system/equipment changes and modernization. The contractor shall provide technical evaluation to aid in planning the logistics support for new and/or modified systems and equipment. The contractor shall also assist the SSF in developing and verifying effective solutions to identify equipment/material deficiencies on new systems being evaluated. The contractor must have BEAR Base System Operations experience to include: mobile latrines and showers, feeding systems (Services/Kitchens), plumbing, air-conditioning, heating, electrical systems, power production, power distribution systems and mobile facilities such as, personnel billeting, Large, Medium, and Small Shelter Systems.

2.1. Task 1 - Project Management: The Program Manager shall serve as the principle point of contact for all matters pertaining to project administration. The Project Manager shall also resolve issues that cannot be resolved locally. Project status and progress shall be documented through monthly status reports (MSR).

2.2. Task 2 – Technical Evaluation Report: The contractor shall provide a Technical Evaluation Report for equipment considered for use in BEAR Base systems. Summarize interim findings from evaluations pertaining to assessment of equipment, electrical and mechanical interfaces, logistical requirements and life cycle logistic support requirements. Evaluation shall consider multiple factors to include form, fit, function, suitability, inter-connectability, equipment ability to complex, system compatibility, operations and support requirements, as well as costs over the anticipated life cycle of the equipment. The contractor shall perform the following functions listed:

2.2.1. Evaluate BEAR equipment and reconfigure packing plan designs when needed to ensure they are the best solution for intended purposes. Specifically, evaluate and offer solutions to the packing of the equipment and supporting items in cargo containers (ISOs and ISUs) or on 463L pallets for both air and surface shipment to the point of employment. Develop Tactics, Techniques, and Procedures (TTPs) for the packing/inventory. Update them based on the War Plans Additive Requirements Report (WPARR) and Mobility Readiness Spare s Package (MRSP) content authorization files in ILS-S and make changes as well as equipment modifications/substitutions (i.e., the dimensions of a newer version of the equipment has changed and therefore requires a change to how it and the other items in the container are packed).

2.2.2. Evaluate BEAR equipment for ease of maintenance and deployability factors.

2.2.3. Determine if equipment containers will meet specified Air Force guidelines.

2.2.3.1. Coordinate with 635th MMG shops for evaluations and required support of equipment that is considered for evaluation.

2.2.4. Set-up and tear down BEAR equipment as needed for evaluation.

2.2.5. Coordinate with appropriate agencies to ensure proper load plans are followed.

Assist the 635 MMG in validating Logistical Detail (LOGDET), Custodian Authorization Custody Receipt Listing (CA/CRL or R-14); Special Spares Listing (R-34) data against D0-40, War Plans Additive Requirements Report (WPARR); TTP and document those findings. Specifically, making sure that the Logistics Detail (what “should” be in the container) matches the R-14 and R-34 items listings on record ing the Supply System for that container and matches what the WPARR says should be there to accomplish that function to ensure all are matched up.

2.2.5.4. Provide assistance (in the form of advice, expertise, and hands-on training as needed) to 635 MMG personnel and mission partners in the verification of TTP packing/inventory against Unit Type Code and document findings.

Provide technical analysis and assistance necessary to define, evaluate, and document life cycle logistic support requirements of various BEAR Base systems proposed for modernization, replacement, upgrade, or modification. Technical consideration shall be given when evaluating the technical application and complexity, projected cost of life cycle support and alternatives to increase life cycles or reduce technical complexity or costs. The contractor shall also assist in preparing, analyzing, documenting, and implementing recommendations for improving operability, deployability, and/or sustainability of BEAR Base systems and equipment. Develop the following logistics support data: Equipment Mission Capability (MISCAP), Unit Type Code (UTC), Logistics Detail (LOGDET), Critical Items Lists, Spares, and Equipment Lists, Packaging Plans, and Technical Order reviews.
