About this file
This is a Request for Information (RFI) document for the Beacon program containing organizational and operational capability questions.
The RFI queries respondents on team composition and government contracting experience, including prior use of contract mechanisms such as OTAs, CRADAs, and IDIQs. It addresses subcontractor management practices, including selection criteria, vendor qualification processes, and mechanisms for expedited subcontract awards. The document requests information on dedicated project management resources with government contract experience and in-house regulatory capabilities. Respondents must demonstrate risk identification, assessment, and mitigation procedures, as well as supply chain management practices. The RFI emphasizes medical countermeasure development experience, specifically inquiring about FDA Animal Rule project advancement, relationships with in vivo testing facilities, drug development for military applications, and operational relevancy testing capabilities for equipment and drugs in operational environments. Security and data handling capabilities are extensively addressed, including ability to manage CUI and Secret classification levels, user training protocols, and system security standards compliance. The document also requests details on intellectual property and data security management, AI utilization on contracts, and quality assurance processes. Additional inquiries cover document control procedures, building security access controls, data control and sample handling and tracking across internal and subcontractor operations, technology transfer management between subcontractors, and quality management systems. The RFI includes questions regarding willingness to team with government-identified drug developers and sponsors, facilitation of government-identified testing, government input in contractor selection, and provision of anonymized case studies with timelines, budgets, and outcomes. Respondents are also asked about pre-qualified networks of Contract Research Organizations (CROs), Contract Development and Manufacturing Organizations (CDMOs), and laboratories.
