About this file
This is an ordinance from the City of Jacksonville, Florida, establishing scenic and historic corridor designations and protections for three roadways in the Mandarin area. The ordinance designates Mandarin Road (with specific exceptions), County Dock Road, and a portion of Loretto Road as scenic and historic corridors, establishing comprehensive standards for tree preservation and infrastructure development within these designated areas. The ordinance identifies the presence of significant historical structures, including the Mandarin Community Club, Mandarin Post Office and Store, Episcopal Church of Our Savior, Mandarin Cemetery, Walter Jones Historical Park, and County Dock as justification for protection. The ordinance became effective upon the Mayor's signature following Council approval on March 12, 2002.
The ordinance establishes specific protective standards for live oak trees (Quercus virginiana) with a caliper of six inches or more located within twenty feet of the street right-of-way line, designating them as protected private trees subject to replacement requirements if removed. Permit applications for protected tree removal or relocation must be forwarded to the Department of Public Works Urban Forester for comment unless the tree poses imminent danger to public health, welfare, or safety. Additional requirements include compliance with American National Standards Institute pruning standards, notification of the Urban Forester for underground utility installations, and a mandate that the Jacksonville Electric Authority install power distribution lines underground where feasible to minimize tree impact. The ordinance mandates that paved street portions maintain their width as of the effective date, ensuring preservation of the corridors' scenic character and historical integrity for future generations.

Sec. 305.202. Findings. 4
Despite being located in an area of rapid growth, the 5 designated roadways have maintained their scenic nature. These 6 roadways are characterized by low intensity land uses, extensive 7 tree coverage and the presence of significant historical 8 structures. Mandarin Road, which has previously been designated by 9 resolution of this Council as a Scenic Road, contains the well 10 known Mandarin Patriarch Oaks located in the medians and along the 11 sides of Mandarin Road. Also located along the designated roadways 12 are a number of historically significant structures including, but 13 not limited to, the Mandarin Community Club, Mandarin Post Office 14 and Store, Episcopal Church of Our Savior, Mandarin Cemetery and 15 numerous residential structures including many of the “farmhouse 16 vernacular” style of architecture. Located along Mandarin Road and 17
County Dock Road are the Walter Jones Historical Park and County 18
Dock. Also located along Mandarin Road is the Mandarin Regional 19
Park. Protection of these roadways is important in order to 20 maintain their natural scenic beauty and to preserve for future 21 generations a glimpse of the character and appearance of Mandarin 22 as it has traditionally existed. 23
Sec. 305.203. Standards and Conditions. 24
(a) The provisions of s. 656.1205(b) notwithstanding any live 25 oak (quercus virginiana) with a caliper of six inches or more 26 located within 20 feet of the street right of way line on any lot, 27 including any property upon which a single-family dwelling or a 28 mobile home on an individual lot is located, shall be considered a 29 private protected tree within the meaning of Chapter 656, Part 12, 30
