STATEMENT OF WORK
Dated 24 January 2024
823d Base Defense Squadron (823 BDS) Support to Pre-Deployment Training 26 February 2024 – 22 March 2024
1.0 Scope. The 823 BDS requires contract support to provide its personnel with small unit tactics and tactical decision-making training. Training will consist of a leadership and decision-making course, a tactical skills course, a maneuver tactics course, and a culminating field training exercise. Instructional services shall provide the 823 BDS with academic instruction, field instruction, culminating exercise, and debrief. Location will be on Moody AFB, GA.

3.0 Requirements. The contractor shall provide a 20-day training package in a 20-day window on Moody
AFB, GA that satisfies all requirements of the 823 BDS:
3.1 Five (5) days of a Leadership, Planning and Decision Making (26 Feb – 1 Mar) training course designed to teach planning and decision making at the tactical command level. As well as instruction on the deliberate and expedited planning process.
3.1.1 Subject matter experts (SMEs)/Instructors capable of providing the most current crisis response tactics relevant to current events at the Secret level.
3.1.1.1 Operational Command and Control
3.1.1.2 Maintaining Situational Awareness at the Command Post
3.1.1.2.1 The use of Gridded Reference Graphics
3.1.1.3 Risk Mitigation
3.2 Five (5) days of Tactical Skills Training (4 Mar – 8 Mar) designed to learn, train, practice and teach the basic and advanced skills required to conduct tactical operations.
3.2.1 SMEs/Instructors capable of providing most current small unit tactics at the individual and buddy team level.
3.2.1.1 Basics of Marksmanship, Land Navigation, First Aid, and Communications
3.2.1.1.1 Including but not limited to M4, M18 instruction, PRC 152A setup, PRC 117G setup, DAGR GPS setup and use, Map and Compass utilization.
3.2.1.2. Fire Team patrolling
3.2.1.3 Standard Operating Procedures development
3.3 Five (5) days of Tactical Skills Training (11 Mar – 15 Mar) designed to learn, train, practice and teach the basic and advanced skills required to conduct dismounted operations in both rural and urban areas.
3.3.1 SMEs/Instructors capable of providing the most current small unit tactics at the fire team and squad level.
3.3.1.1 Movement between buildings, open air tactics, overwatch techniques, movement formations, react to contact techniques, ground tactical considerations against structures and more.
3.3.1.2 Squads will practice movement and react to contact drills based on unit approved scenarios.
3.4 Five (5) days of Full Mission Profile Field Training Exercise (18 Mar – 22 Mar) designed to learn, train, practice, debrief and evaluate unit operating procedures as a patrol against a scenario.
3.4.1 SMEs/Instructors capable of providing a realistic exercise scenario in line with the BDS mission essential tasks at the Secret level.
4.0 Contractor Provided SME/Instructor Minimum Qualification Requirements:
4.1 At a minimum, at least two (2) instructors are required to be present during instruction/training.
4.2 Instructor cadre will include at least one former US Army Infantry qualified instructor.
4.3 Instructor cadre will include a former US Army Special Operation instructor.
4.4 All instructors will be certified and trained small unit tactics instructors.
5.0 Minimum Contractor Material Requirements: The awarded contractor will provide.
5.1 Instruction, and training scenarios as listed in the 820th Base Defense Group (820 BDG) Master
Training Plan.
6.0 Deliverables. The awarded contractor will provide.
6.1 Training material applicable to the u8nits mission essential tasks.
7.0 Government provided Transportation, Items of Equipment and Materials.
7.1 Unit specific items of equipment will be provided by the unit per their organizational Table of
Equipment, i.e.; 820 BDG issued load-out items:
