About this file

This is Addendum #2 to a construction bid issued by the Florida Department of Environmental Protection (DEP) for the Big Shoals State Park Trail Bridges Replacement project (BDC17-25/26). The addendum addresses five key questions raised by bidders regarding project logistics and specifications. Bidders must sign and return this addendum with their bid submissions to Brandon Williams, Contracts Specialist, at the Bureau of Design and Construction in Tallahassee, with failure to do so potentially resulting in bid rejection.

The addendum clarifies critical project requirements: the parking lot may serve as a laydown and delivery area for materials, including the four 71-foot-long beams, pending coordination with park staff and biologist regarding a nearby gopher tortoise nest; contractors must provide environmental mats to cross creeks and wetlands to prevent soil disturbance; any tree trimming for aerial clearance requires prior approval from park staff and biologist; concrete deadends may be precast with required shop drawing submissions for each bridge; and pilings must meet a 12-foot depth requirement with specifications detailed in the project's geotechnical report. These clarifications supersede and supplement corresponding items in the original specifications and drawings, with all other contract documents remaining in full force and effect.

Signature of Contractor and Date

The following statements supersede & supplement the corresponding items in the specifications & drawings:

1. Question: Is there Laydown access for material and machinery. Will there be room for a semi to bring in the 4 71'4" beams?

Answer: Yes. The parking lot can be the laydown area. The parking lot can also be used to deliver and off-load the 71-foot-long beams, so long as they avoid the gopher tortoise nest near the edge of the parking lot. Contractor will need to coordinate with the park staff and biologist for approval for the portion of the parking lot that can be utilized.

2. Question: Will machinery be able to cross the creeks?

Answer: The contractor will need to provide “Environmental Mats” for access to cross the creeks. The use of the equipment mats/environmental mats on slopes and when crossing wetlands or creeks should prevent any rutting or other soil

BDC Bid No. BDC17-25/26, Addendum #2, Page 2 of 2 disturbances that might impair water quality. As long as the use of these mats along the access route for the equipment and materials and at the bridge sites is permitted as part of the project’s sedimentation control plan and complies with best management practices.

3. Question: Can trees be trimmed for aerial clearance?

Answer: The Contractor will be required to coordinate with park staff and biologist for approval for any trees to be trimmed or cut down.

4. Question: Can the concrete deadends be precast?

Answer: Yes. The Contractor will need to submit shop drawings for each specific bridge.

5. Question: Is there a depth requirement for the pilings? What are the piling driving requirements? Will a project representative be required to coordinate with homeowners and address any complaints during construction?

Answer: 12-foot depth. See Geotech report, Allowable Capacity vs. Foundation Depth. See Geotech Report for reference.

In all other respects, the contract documents of which this is an Addendum, and attachments relative thereto, shall remain in full force and effect.
