About this file

This is Addendum #2 to a bid specification issued by the Florida Department of Environmental Protection (FDEP) for the Big Shoals State Park Underground Septic System project (DEP BID NO. BDC14-25/26). The addendum addresses 28 questions and clarifications submitted by bidders regarding the installation of underground septic systems across multiple sites within the park. The project involves the replacement of existing septic systems with Hoot H600A Aerobic Treatment Units (ATUs) and associated drain fields. Key specifications clarified in the addendum include the requirement for Class C4 traffic-rated tanks and risers to grade, the use of 4" ASTM D3034 PVC pipe with SDR 35 or thicker for installation, contractor responsibility for silt fencing and pathway restoration, and confirmation that all drain field areas measure 480 square feet per site. The contractor must obtain a two-year operating permit per Florida Administrative Code Chapter 64E-6 and coordinate with the Columbia and Hamilton County Health Department regarding inspections. The addendum must be signed and included with bid submissions to Brandon Williams, Contracts Specialist, at the FDEP Bureau of Design and Construction located at 3800 Commonwealth Boulevard, MS #520, Tallahassee, Florida 32399-3000, with failure to do so potentially resulting in bid rejection.

The addendum clarifies that the Hoot H600 tank specifications in the plans supersede earlier permit documents that referenced standard 1,050-gallon or 900-gallon septic tanks, as the upgraded ATU system has already been coordinated with and approved by the health department without requiring permit modifications. Contractors are responsible for erosion control planning, sod or seed establishment on disturbed areas (subject to FDEP Park Biologist approval), and restoration of any damaged signage to match existing conditions. The use of alternative materials, such as ADS Arch 24 chambers or Microfast 500 ATU systems, is not permitted; contractors must utilize only materials specified in the contract documents. Additional requirements include the provision of operation and maintenance manuals for each site and confirmation that effluent sampling ports are not required as this is not a performance-based system. No additional concrete work beyond that shown in the plans is required for tank risers and lids.

4. Question: The 100% plans specify Hoot H600 tanks, but the permit and the attached site plan call for a standard 1050-gallon septic tank. Which is the correct requirement?

Answer: The plans were revised to show the Hoot H600 Tank. The use of the Hoot H600 tank has already been coordinated with health department. Since the Hoot H600A ATS was an upgrade over a standard septic tank, they did not require a permit modification.

5. Question: What types of ATU’s tanks are required C3 or C4?

Answer: Class C4 tanks are required due to potentially having vehicles drive over them.

6. Question: ATU Hoot system H600 not available in C4 only in C3.

Answer: The Hoot H600 is available as a class C4. The tank number is 11-149- H6G-C4.

7. Question: Are risers required to grade on all tanks? May we use plastic lids on risers?

Answer: Yes, risers are required to grade on all tanks. For septic tanks designed for vehicle loading, risers and lids shall be traffic-rated. No additional concrete collars or slab work beyond that shown in the plans is required.

8. Question: Are private inspectors allowed to inspect the septic systems?

Answer: Contractor to confirm with Columbia and Hamilton County Health Department.

9. Question: Are ADS Arch 24 chambers allowed for the drain field?

Answer: No, contractor to utilize materials specified in plans.

10. Question: Is 4” 3034 pipe allowed for septic tanks and drain field installation?

Answer: 4” ASTM D3034 PVC with SDR of 35 or thicker is acceptable.

11. Question: Can we install filter fabric prior to backfilling on the drain field chambers?

Answer: We do not typically use filter fabric for this kind of drain field.

12. Question: Can we use Microfast 500 ATU’s instead of the Hoot H600A systems?

Answer: No, contractor must utilize the materials specified in the plan.

13. Question: What type of grass seed or sod is needed for disturbed areas?

Answer: Contractor to confirm with FDEP Park Biologist for their approval on each site location.

14. Question: Is contractor required to irrigate the sod after installation?

Answer: Contractor shall be responsible for ensuring the sod or seed is established.

BDC Bid No. BDC14-25/26, Addendum #2, Page 3 of 5

15. Question: Can we install a Polylock PL68 filter on the ATU outlet?

Answer: Contractor to utilize materials specified in plan. The Hoot H600 tank has a built-in solids chamber and is designed to better treat the effluent than a standard concrete tank. An effluent filter would not typically be needed with the proposed Aerobic Treatment System.

16. Question: Is signage required to name each individual project on the park property?

Answer: No, contractor to coordinate with park for project signage per contract documents. No signage is required for each individual site. Contractor required to replace any signage damaged during construction to match existing conditions.

17. Question: Is O&M manual required for each site?

Answer: Yes.

18. Question: Is effluent sampling ports required for the ATU’s? How are they to be installed.

Answer: No, sampling port is not required since this is not a performance-based system.

19. Question: The proposed new drain field is shown to be located under the existing concrete volunteer camp site. Does the concrete have to be removed or do we install the drain field next to the concrete pad?

Answer: The proposed drain field is to be installed where the existing drain field is located to minimize the disturbance of the park property, which is east of the concrete area as shown on sheet C104 and C109. Only the scope of work outlined in the plans is to be performed.

20. Question: A second existing septic tank is shown on the tank demo plan with a drain field attached to it. Is this extra septic tank and drain field to remain intact?

What does this existing septic tank serve?

Answer: The second existing septic tank on sheet C104 is a CAD error. Please ignore this septic tank. This site only has the one tank and drain field. See survey sheet 6 of 6. This shows the correct orientation of the only existing septic tank and drain field.

21. Question: Do you require a ONE- or Two-year operating permit and Inspection contract?

Answer: A two-year operating permit is required per Chapter 64E-6 of F.A.C.

22. Question: The installer can design their own erosion control plan, is that correct?

Answer: Yes, erosion control plan is per the contractors means and methods.
