About this file
This is a Request for Quotes (RFQ) issued by the Burke County Board of Commissioners in Georgia for a Next-Generation Intrusion Detection and Prevention System (NG-IDS/IPS). The county seeks a sophisticated cybersecurity solution capable of filtering, inspecting, and securing network traffic for approximately 2,000 client devices, handling 10TB of daily traffic, and supporting 10 Gigabit per second connectivity. The RFQ requires vendors to provide a comprehensive security appliance with advanced capabilities including machine learning threat detection, deep packet inspection, real-time threat intelligence, behavioral analytics, automated incident response, and seamless integration with existing security ecosystems. Proposals must be submitted electronically by November 5th, 2025, at 12:00 PM EST to IT@burkecounty-ga.gov.
The evaluation criteria will focus on compliance with next-generation IDS/IPS requirements, performance, scalability, management ease, cost-effectiveness, vendor experience, and support offerings. Vendors must include detailed technical specifications, pricing information covering hardware, software, licensing, maintenance, and support, implementation plans, warranty terms, and references from at least two organizations with similar deployments. The Burke County Board of Commissioners reserves the right to accept or reject any quotes and requires vendors to guarantee quoted prices and product availability for a minimum of 60 days from the submission deadline.

Request for Quotes (RFQ) for NextGen-
IDS/IPS
Introduction
The Burke County Board of Commissioners is seeking proposals from qualified vendors to provide a Next-Generation Intrusion Detection and Prevention System (NG-IDS/IPS).
The County requires a solution that can handle current traffic volumes while providing advanced protection against modern cyber threats.
Scope of Work
The County requires a next-generation security appliance that can:
1. Filter, inspect, and secure traffic for an average of 2,000 client devices per day.
2. Handle an average throughput of 10TB of traffic per day, with flexibility to scale higher or lower as necessary.
3. Support 10 Gigabit per second (10Gbps) uplink and downlink connectivity.
4. Provide Next-Generation IDS/IPS capabilities, including but not limited to:
o Advanced Threat Detection: Use of machine learning, behavioral analysis, and anomaly detection to identify zero-day exploits and sophisticated threats.
o Application Awareness: Deep packet inspection (DPI) and application-layer intelligence to identify and control applications regardless of port or protocol.
o Integrated Threat Intelligence: Real-time updates from global threat feeds for emerging malware, ransomware, and APTs.
o Behavioral and Contextual Analysis: User and entity behavior analytics (UEBA) to detect anomalies, insider threats, and compromised accounts.
o Automation and Orchestration: Ability to auto-block malicious traffic, integrate with SOAR platforms, and streamline incident response.
o Scalability and Cloud Support: Native support for hybrid and cloud environments to ensure visibility across diverse infrastructures.
o Encrypted Traffic Analysis: SSL/TLS decryption or metadata inspection to detect malicious activity hidden within encrypted traffic.
o User-Friendly Management: Centralized dashboard, real-time visualization, and simplified policy enforcement.
o Comprehensive Prevention: Active blocking, isolation of compromised devices, and granular policy enforcement.
o Security Ecosystem Integration: Seamless interoperability with firewalls, endpoint detection and response (EDR), and other tools.
Quote Requirements
Vendors must include in their proposals:
• A detailed description of the proposed solution and how it meets the NG-IDS/IPS requirements.
• Technical specifications of the appliance.
• Licensing and subscription requirements, if any.
• Pricing, including hardware, software, licensing, maintenance, and support.
• Warranty and service terms.
• Implementation plan and estimated timeline.
• References from at least two organizations with similar NG-IDS/IPS deployments.
Evaluation Criteria
Proposals will be evaluated based on the following criteria:
• Compliance with next-generation IDS/IPS requirements
• Performance, scalability, and ease of management
• Cost-effectiveness and transparency of pricing
• Vendor experience and references
• Warranty and support offerings
