About this file
This is a Justification and Approval (J&A) document for a sole-source procurement under FAR Part 12.102(a), documenting a one-time, urgent acquisition by the Defense Health Agency (DHA), Armed Services Blood Program Division (ASBPD).
The acquisition involves a one-time urgent sole-source commercial procurement from Blood Centers of America, Inc. (BCA), located at 1300 Division Road, West Warwick, Rhode Island 02893-7556. The requirement is for blood product units to support contingency operations for the Defense Health Agency Contracting Activity (DHACA) Professional Services Contracting Division. The procurement is driven by the Contingency Blood Procurement Program, identified as a Special Interest Item for the Office of the Joint Staff Surgeon and ASBPD, necessitating the ability to acquire large quantities of blood products on short notice to support Combatant Commands' blood requirements. Two single-purchase periods are outlined, with the first extending through NLT June 16, 2026. Funding is classified as Operations & Maintenance (O&M). The justification cites the urgent nature of the requirement, with an expected formal Blanket Order Agreement (BOA) execution date of June 10, 2026, and a mandatory fulfillment deadline of no later than June 16, 2026. Market research established that ARC, ABC, and BCA are the three major blood organizations in the United States; however, BCA is the sole source capable of producing 35-day shelf life LTOWB and 40-day liquid plasma products required for overseas contingency operations. The Point of Contact is Nakaura Yusuf (Nakaura.yusuf.civ@health.mil). The document includes certifications from the Armed Services Blood Program Division, DHA Contracting Officer, DHA Office of General Counsel, and fair and reasonable cost determination based on current BCA price lists.

9. Other Facts:
a. Procurement History:
(1) Is this a new requirement? Yes
(2) If 9.a.(1) is No, was the action just prior to this one competed? N/A.
(3) If 9.a.(2) is Yes, what has changed where this action cannot be competed?
During LSCO, ARC cannot meet DoW’s blood requirements for overseas contingency operations as ARC only has a 21-day shelf life for blood products and would be close to expiring by the time it reached its overseas destinations. The DoW requires a 2nd large civilian blood agency BOA to BCA to meet its blood requirements.
