If not, is this a new requirement?
Answer to Question #1:
This is a new requirement
Question #2 (parts A and B):
#2A My question is, in what form should I submit this information?
Answer to #2A: Microsoft Word format
#2B Is there a form to fill in that is somewhere on this site or do I just prepare my own document with all the required elements and email it to you?
Answer to #2B: Prepare your own document with all the required information and send it in your proposal package
Question #3 Does the attachment I've provided constitute sufficient evidence that my SAM registration is indeed active, as required?
Answer to Question #3: Cannot view any proposal information before closing date. Please refer to solicitation
Question #4:
Do all submitted documents require my initials and a date, as per the process last year?
Answer to Question #4: No
Question #5: Based on following clause: "3. Eligibility to work in the United States: copy of US Citizenship, work permit, photo ID and/or visa."
I am a dual South African / British citizen and as I am based in Southern Africa, and legally permitted to work here, I do not require eligibility to work in the United States for the purposes of the relevant post as Multi Media reporter in Southern Africa ... What should I therefore provide, if anything, with regard to this clause?
Answer to Question #5: For foreign awardees not incorporated in the United States and not citizens or legal aliens of the United States; copy of US Citizenship, work permit , or visa is not required.
Question #6: Question with regard to the following clause:
"6. In the event offerors did not complete the responsibility and certification portion of the SAM registration they shall include completed copy of the provision at FAR Subpart 52.212-3 (Offeror Representations and Certifications - Commercial Items) with its offer. This provision can be found at the following website https://www.acquisition.gov/Far/; if requested by an offeror, a copy of FAR subpart 52.212-3 can be obtained by contacting the Contracting Officer."
I stand to be corrected but to my knowledge I completed the REPS and CERTS portion of my SAM registration previously ... However, I would like to confirm with you whether or not I still need to provide a completed copy of FAR Subpart 52.212-3 with my proposal for the above post, and if so, would you be so kind as to provide me with a copy of the relevant Subpart?
Answer to Question #6 Completion of the Reps and Certs portion of SAM satisfies FAR Subpart 52.212-3 Offeror Representations and Certifications
Question #7 I found FAR subpart 52.212-3 (offeror reps and certs) online on my active registration on SAM website, but I am only able to download a full PDF copy the FAR report, and not a separate reps and certs document ... Is it acceptable in terms of this process for me to include this full report with my application?
Answer to Question #7 Full PDF copy of FAR report is acceptable
Question #8 I have already added myself to the list of interested vendors for the position but I am unsure what else I need to do in order to make sure I am correctly signed up for this position.
Let me know what I need to do to sign up properly for this position
Answer to Question #8:
Please review all of solicitation # BBG50-RFP-15-009JR including section titled “Proposal Submission”
Question #9 Another follow-up with regard to subpart 52.212-3 (offeror reps and certs) on SAM website ... I noticed the following text in the document when I downloaded the PDF:
(c) ‘Offerors must complete the following representations when the resulting contract is to be performed inside the United States or its outlying areas.' As I am to perform the resulting contract, if awarded, OUTSIDE the US and it's outlying areas, I assume therefore that a completed copy of this subpart is not needed from me?
Answer to Question #9:
Item part (c) does not apply to potential foreign awardees not incorporated in the United States that are not citizens or legal aliens of the United States
