STATEMENT OF CAPABILITIES

QUANTITATIVE AND QUALITATIVE RESEARCH IN

DIFFICULT RESEARCH ENVIRONMENTS IN LATIN AMERCA

The Broadcasting Board of Governors (BBG) has requirements for quantitative and qualitative research in difficult research environments in Latin America and the Caribbean, and seeks to identify vendors with demonstrated experience in successful conduct of such research. BBG commissions national probability surveys to estimate media behaviors and attitudes in its target markets, as well as focus groups, in-depth interviews and panels to understand these behaviors and attitudes among target or actual users of its products.

Conditions that define such research environments include lack of accurate population data to local levels, lack of experienced and reliable local research organizations, poor communication, travel and accommodation infrastructure, civil disorder and public security, likelihood of official interference in the conduct of research, and respondent fears in answering sensitive questions in a polarized political atmosphere.

The services required to meet BBG’s needs are, for quantitative projects:

-design of samples representative of national populations,
-establishment of relationships with and training/supervision of capable field staff and supervisors,
-interviews of 1,000 to 2,000 adults (15+) selected via probability methods down to the respondent level,
-safeguards to protect the fieldwork from any political interference
-quality control in-field and during data entry, and
-delivery of data and thorough methodological documentation, per BBG specifications

For qualitative projects, BBG requires:

-recommendation and design of qualitative methods best adapted to the environment and BBG’s recruitment specifications and research interests,
-recruitment of qualified participants using best practices that are feasible in the market,
-conduct of groups, interviews or panels that enables frank and thoughtful responses in a safe environment for participants and researchers, and
-analytical reporting of responses based on BBG’s questions and specified segmentation characteristics.

BBG solicits vendors to submit brief statements of their demonstrated experience in conducting quantitative research in particular Latin American and Caribbean markets that fit the definition of difficult for research, as described above, as well as relevant experience that demonstrates the capability to conduct qualitative research as described above. Vendors need to list their specific experience in each market they wish to be considered for.
