Statement of Work (SOW) for the Supply of Structural Steel

Bracing Members with Fasteners

1 General

The U.S. International Broadcasting Bureau (IBB) has a requirement to reinforce three existing guyed 133 m tall antenna towers in the Cyprus MW transmitting site. The

Contractor of this SOW shall supply, fabricate, and deliver (excluding installation work) the specified structural steel bracings with accurate fasteners to the U.S. International

Broadcasting Bureau (IBB) Kuwait transmitting station, which is located in the State of

Kuwait at Umm Al-Rimam on the road to Abdaly. The station site is approximately 50 kilometers northwest of the Kuwait City. IBB will not accept any used, damaged and any materials that do not meet the requirements of this SOW. The period of performance is

45 calendar days.

2 Requirements for the Structural Steel Bracing Members

2.1 All steel angles shall meet the requirements of the latest American Society for

Testing and Materials ASTM A 36/A 36M Standard Specification for Carbon Structural

Steel. All steel fabrication shall meet the requirements of the latest American Institute of

Steel Construction (AISC) Publications, including the Manual of Steel Construction 9th

Edition, Allowable Stress Design.

2.2 It is the Contractor’s responsibility to ensure that all steel fabrication details are developed in reference to the as-built drawings of the 133m guyed antenna towers (see attached). To illustrate the structural reinforcing concept and to help the Contractor understand the structural reinforcing details, IBB Kuwait transmitting station built a small similar antenna tower section and installed a complete set of the conceptual structural reinforcing members at its station site. The Contractor is recommended to visit the IBB

Kuwait transmitting station to review the structural reinforcing details. The Contractor is advised that the installed structural bracing members and the fasteners are not 100% accurate to meet the SOW requirements. The small tower section is not a 100% true duplication of any part of the existing guyed 133m antenna tower in Cyprus although it is similar within a few mm tolerances.

2.3 The Contractor may contact the IBB for technical questions.

2.4 Submittal Requirement:

To ensure smooth fitting for all brackets and bracing members and accurate sizes for all fasteners, the Contractor shall supply, fabricate and install a complete set of brackets and bracing members with accurate fasteners on the small tower section, which is at the IBB Kuwait transmitting station site, in accordance with the SOW and within 7 calendar days after the contract is awarded. A complete set of brackets and bracing members consists of three brackets, three tower face bracing members and three inside bracing members with fasteners.

The Contractor shall obtain IBB approval from Mohsine Bakkali or Sheldon

Daitch or Richard Cai prior to steel fabrication.

2.5 The Contractor shall refer to the tower as-built drawings, attached photos and the site visit to develop steel fabrication details, including the locations of bolt holes. The

Contractor shall supply the following quantities of the structural steel brackets and bracing members with accurate fasteners. All fasteners must be pre-installed on each bracket and bracing member in order to improve field installation efficiency.

Item No. 1 Angle steel L80x80x6 brackets that are installed on the existing tower legs

(Leg diameter 80mm). Each bracket shall be 350 mm long minimum with a

15 mm diameter U-bolt, which shall firmly fit the tower leg.

Quantities: 180

Item No. 2 Angle steel L80x80x6 tower face bracing members. Each bracing member shall be 3000 mm long minimum with two ¾ inch diameter ASTM A325 high strength bolts.

Quantities: 180

Item No. 3 Angle steel L50x50x6 inside bracing members. Each bracing member shall be 1450 mm long minimum with two ½” diameter ASTM A325 high strength bolts.

Quantities: 180

All structural steel brackets and bracing members shall be coated with zinc by the hot-dip process that meets the requirements of the latest ASTM A123/A 123M.

2.6 Allowable Steel Fabrication Tolerances for Bolt Holes:

For each ¾ inch (19mm) diameter bolt, the bolt hole diameter shall not be greater than 22 mm.

For each ½ inch (12.7mm) diameter bolt, the bolt hole diameter shall not be greater than 15 mm.

IBB will not accept any structural parts with bolt holes greater than the specified allowable tolerances.

3 Requirements for Structural Fasteners

The Contractor shall supply the specified structural fasteners for all steel brackets and bracing members, including U-bolts, bolts, washers and nuts. All of them shall be coated with zinc by the hot-dip process that meets the requirements of the latest ASTM

A153/A 153M or equivalent.

All structural bolts shall meet the requirements of the latest ASTM A325 or

A325M.

All U-bolts shall be round shape and meet the requirements of the latest ASTM A

36/A 36M.

All Nuts shall meet the requirements of the latest ASTM A563 or A563M and all washers shall meet the requirements of the latest ASTM F436 or F436M.
