STATEMENT OF WORK
Lighting Director
1.0 Introduction
The Office of Cuba Broadcasting (OCB) has a requirement for TV Studio Lighting Services (hereinafter referred to as “Contractor”) to provide services as described below.
The work shall be performed on an hourly basis. The work shall be performed on a Fixed- Price-Labor-Hour basis. The Contractor’s rate shall include overhead (e.g., benefits), general and administrative (G&A), and profit. The Contractor shall be responsible for meeting all obligations under the term of this purchase order (PO). The contractor shall at all times adhere to the standards and principles in the Voice of America Journalistic Code and shall request pre-approval before engaging in outside speaking and writing that might give rise to an actual or perceived violation of the Code.
2.0 Scope of Work
The Contractor shall perform the following work at OCB (4201 NW 77th Ave. Miami, FL 33166) unless otherwise mutually agreed to by the Contracting Officer.
2.1 Contractor shall perform the following services upon direction of the Contracting Officers Representative (COR):
Requirements:
• Contractor surveys location and designs lighting plans as required for live and videotaped programming, moves lighting instruments and repairs lighting instruments as needed.
• Recommends type and amount of any new lights required for studio lighting.
• The contractor will program and operate computerized lighting consoles, and offer instruction on operation lighting system equipment.
• He or she shall work in conjunction with an agency furnished TV Technical
Director and Program Director to create a final recorded or live to air product ready for broadcast or live transmission.
The Contractor shall at all times adhere to the standards and principles in the Voice of America Journalistic Code and shall request pre-approval before engaging in outside speaking and writing that might give rise to an actual or perceived violation of the Code.
3.0 Government Furnished Property, Facilities Services or Information
The Contractor shall have access to video equipment (studio cameras, monitors), as well as ladders, to perform the specific task assigned to him/her within the facility. Personal use of Government computers and other equipment is prohibited. The tools and supplies necessary for the completion of this contract are the responsibility of the Contractor.
4.0 Time of Performance
OCB is a 24/7 news/program operation and the schedule will vary depending on the need of the government. Normal duty hours will be (Monday through Friday, subject to change). Weekends and Federal holidays may be required based on the needs of the government.
5.0 Submission of Deliverables
To be submitted to the COR for acceptance in accordance with OCB standards. The time of delivery will be determined by the COR based on the needs of the government.
6.0 Submission of Invoices
(a) The Contractor shall submit an original monthly invoice to the COR or the person identified in Block 21 of the OF-347 at the address listed below:

(b) The Contractor’s monthly invoice shall list: (a) the number of hours submitted and accepted.
(c) Pursuant to the Prompt Payment Act, OCB will pay the invoice within 30 days of either: (1) receipt of the invoice or (2) acceptance of services; whichever is later.
7.0 Building Access/ID Card Contractor shall enter the main entrance of OCB Building and report to the Security Manager, and submit a request for a OCB ID card via the Contractor Verification System (CVS). Upon verification and notification of an approved application, the contractor will report to the Security Manager’s officer for issuance of an ID Card. Days and hours of availability daily Monday-Friday. This ID Card must be carried at all times while performing duties and must be used to access OCB Building
7.1 NOTE: If contractor fails to pass a security background check, the contract will be terminated.
8.0 Award Duration: The period of performance is anticipated to start November 1, 2015 through October 31, 2016. This will include a base period of three (3) months and three (3) option periods of three (3) months each.
9.0 Business Ethics and Conduct: The Contractor shall conduct itself with the highest degree of integrity and honesty and during the term of its relationship with the Agency shall maintain a satisfactory record of integrity and business ethics in accordance with the VOA Journalistic Code. See attached VOA Journalistic Code.
10.0 Meal Break
A thirty minute non-paid meal break shall be coordinated with the Contracting Officer Representative.
11.0 Contractor Travel
In the event it is required, contractor travel shall be in accordance with the Federal Travel Regulations. Invoiced costs of travel shall be based on actual expenditures subject to the FTR and per diem rules for reimbursement. All contractor travel shall be pre-approved by the COR.
