The system must provide common situational awareness to the Front Range Air Force Disaster Response Force (DRF) to include the Civil Engineer Squadron Emergency Management Flights (CES/CEX) (i.e. 10 CES/CEX at the United States Air Force Academy, 21 CES/CEX at Peterson Air Force Base (AFB), 50 CES/CEX at Schriever AFB, and 721 CES/CEX at Cheyenne Mountain Air Force Station), as well as applicable Emergency Support Functions (ESF) and Emergency Responders.

1.1 OPERATIONAL REQUIREMENTS.

1.1.1 AFI Requirements- In accordance with (IAW) AFI 10-2501 para 5.2, The Department of Defense (DoD), and Department of Defense Instruction (DODI) 6055.17, the National Incident Management System, and the National Response Force, require an Incident Command Structure designed to enable effective and efficient incident response and recovery management by integrating a combination of facilities, equipment, personnel, procedures, and communications operating within a common organizational structure. The DRF encompasses the installation's Incident Command System (ICS), critical Command and Control (C2) nodes, responders, and support personnel. The AF DRF supports that ICS requirement. IAW para 5.2.2, The Emergency Operations Center (EOC) is the C2 support element that coordinates information and resources to support the installation’s actions before, during, and after an incident at the operational level, and is the focal point for the development and coordination of the follow-on operations and recovery plan. The below table defines the minimum COP criteria for the installation EOC.

Minimum Installation EOC COP Criteria

Interface with tactical (first responder) and operational (EOC) COPs.

Clearly and efficiently articulate the situation, incident, or emergency and provide effective critical information sharing.

Establish a means to monitor checklist progress, execution.

Visibility on resource management for resources required, utilized, during the incident, situation, event, etc.

List priorities for the current and following operational period.

Near real-time incident mapping display via the base Geographic Information System database.

Identify all of the activated DRF elements and Emergency Support Functions (ESF).

Interoperable communications with multiple agencies, emergency functions, or bases.

Capture and consolidate all directives originating from the CAT or EOC during the incident and maintain a means to track completion.

Provide installation C2 and emergency responders with an effective means to manage the emergency response, recovery actions and conduct interoperable levels of C2 among cross-functional DRF.

Provide the capability to consolidate Shared Situational Awareness for proper up-channeling IAW current AF Standard Operating Procedures (SOPs) as well as a lateral capability for an informational sharing capability with civilian counterparts.

1.2 SYSTEM DOWNTIME. Any required downtime should be scheduled at least three (3) business days in advance as possible. All instances of inaccessibility are to be coordinated with the 21 CES/CEX Superintendent at 719-556-4134, 719-556-5342, or 21ces.cex@us.af.mil.

1.3 DEFENSE INFORMATION SYSTEMS AGENCY (DISA) REQUIREMENTS. All services must be hosted on a DoD authorized cloud service. A catalog of DISA approved/DoD Authorized can be found in Appendix A. Further information regarding DISA requirements can be found at http://www.disa.mil/computing/cloud-services/cloud-support.

2. TRAINING. The Contractor shall provide in-person training within 30 days of contract start. The Contractor shall offer this training to the four Front Range bases (Cheyenne Mountain Air Force Station, Peterson AFB, Schriever AFB, and the United States Air Force Academy). Due to high turnover rate, the Contractor shall offer initial/refresher training once annually.

2.1 REACH-BACK. The Contractor Shall offer 24/7 customer service and reach-back support.

3. QUALITY

3.1 QUALITY CONTROL. The contractor shall develop and maintain a quality program to ensure services are performed IAW commonly accepted commercial practices.
