Single Source Justification (Simplified Acquisition)
Section A: General Contract Information
Contracting Activity: 21 CONS/LGCBB Purchase Request/ Identification Number:
Project/Program Name: ManTech's Document Detective Subscription Licenses with Maintenance
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
The Government intends to solicit through other than full and open competition (sole source) and award a firm fixed price to ManTech SRS
Technologies, Inc. for Document Detective Subscription Licenses with maintenance provided at government pricing for base year plus four one year option periods. Document Detective is a data redaction software package. It removes tracked changes from Microsoft Word, PowerPoint and Excel documents. The software can identify and sanitize more than 100 types of hidden data, including but not limited to Ad
Hoc Review data, Meta data, tracked changes, comments, embedded object linking and embedding (OLE) files, embedded objects and object fragments.
Section C: Justification for Soliciting from a Single Source
NORAD and USNORTHCOM (N-NC) J6 is currently utilizing ManTech's Document Detective software product. This software is provided by an annual subscription, and is utilized on our SIPRNet Enterprise network. This software provides the Command with the ability to safely move data from our SIPRNet to our Unclassified network (NIPRNet) without risk of compromising classified data. Document Detective was designed specifically to prevent inadvertent data disclosures when classified Government or business documents are downgraded.
All other comparable software packages fail to recognize tracked changes in PowerPoint and Excel. ManTech's Document Detective exceeds the requirements set forth in the National Security Agency (NSA)'s published guidance on data redaction. However, this guidance is not available to the general public, and is not accessible via an unclassified network. Document Detective includes a process for reviewing embedded pictures that cannot be analyzed by a computer program. This product is currently the only approved product on the market that fulfills the strict data security requirements involved in moving data from a secured network to a non-secured network.
Section D: Efforts to Obtain Competition
ManTech confirmed on 9 October 2015 that ManTech does not have any authorized resellers and they are the only company authorized to sell the Document Detective License and maintenance.
Section E: Steps to Preclude Future Single Source Awards
N-NC has verified that no new products have been added to the NSA's data redaction list. At the present time N-NC can not remove the barriers to full and open competition, as N-NC can not direct the NSA to add additional products to this list. N-NC will continue to mointor the NSA's data redaction list and if the NSA chooses to add more products to the Data Redaction List, N-NC will consider those products as replacements for Document Detective.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
