About this file

This is a Notice of Grant Opportunity issued by the Commonwealth of Massachusetts Department of Environmental Protection (MassDEP) for the development of an employment social enterprise impact pilot program focused on mattress recycling services. The grant seeks proposals from non-profit entities to provide mattress recycling work opportunities that foster job security for individuals facing barriers to employment. Questions regarding the grant must be submitted by December 1, 2025, with responses posted on COMMBUYS by approximately December 4, 2025. The application deadline is December 9, 2025, and all applications must be submitted via email to Greg Cooper at greg.cooper@mass.gov in PDF format with electronically signed required documents. All reimbursable work must be completed by June 30, 2026, with final reports due within thirty days of the grant period's end. MassDEP reserves the right to conduct site visits with successful applicants during the contract period to review program progress and assess compliance with grant terms and conditions.

The maximum grant award is $500,000, with MassDEP reserving the right to award one or more grants for amounts less than the maximum. Matching funds are not required but will rank proposals higher during evaluation. All eligible applicants must be non-profit entities registered in the Commonwealth with a demonstrated five-year history of providing mattress recycling services as an Operational Services Division approved state vendor, and must have maintained substantial compliance with federal and state environmental laws for the past three years. Grant funds are distributed on a reimbursement basis only for expenses incurred after a signed grant agreement, with all purchases requiring proof of payment and receipts. Grantees must submit a W-9 Form and agree to the Commonwealth's Standard Terms and Conditions prior to award issuance. Funding is contingent on availability of appropriations from the FY2026 State Budget line-item 2200-0107, and all equipment or resources purchased remain the property of the grantee.
