BID NOTICE TO VENDORS

ALUMINUM BAT BOX SHELL CONSTRUCTION AND DELIVERY

Pennsylvania Game Commission (PGC) 2001 Elmerton Avenue Harrisburg, PA 17110-9797

August 8, 2022

The Pennsylvania Game Commission (PGC) has made an improvement to bat box design replacing the outer wooden parts with welded aluminum. This “shell” will increase the longevity of the box lifespan by decades. The PGC is soliciting bids for the fabrication, welding, and delivery of 50 aluminum shells that will meet the exact specifications as provided here.

This is the second posting of this bid with the specific purpose to clarify what the final product needs to be so that accurate quotes may be submitted by all interested parties, to address the typo in a dimension, and to address the questions that were asked so all interested parties are aware. Specific changes to this bid request include:

· Photographs of what the final product delivered should look like are now included along with a photo that demonstrates what product will look like when painted and installed.

· A correction on inside diameter has been addressed, changed from 2’11 ¾” to 1’11 ¾”.

· Excluding the 1” diameter vent holes, the only opening to insert the wooden baffles, for bats to enter and exit is at the bottom.

· The back is a solid panel that is 2’ x 3’.

· There is an angle to the top to avoid standing water. 2 inches differentiate the height of the top panel from front to back. The sides can be cut to meet this and be single piece, or the side may be cut square and have a second “wedge” welded on to meet. The photo of top with angle demonstrates the wedge technique.

· You should not drill the holes for us to anchor the wooden baffles and thus they are not shown in the diagram. The only holes to drill are the 1” vents shown in diagram.

· The welding must be solid, continuous bead along every seam. There should not be any sharp edges that could cause injury along welds or edges of box.

The successful vendor must order the aluminum sheets, cut, grind, and weld the shell so that no sharp edges exist. There must be continuous welding along all seams such that no air or water exchange will occur in these areas. Shell dimensions must be consistent for all 50 shells, and be exact to allow fabricated wooden baffles to fit perfectly and be permanently secured. Boxes DO NOT need painted as that step will occur as a final step in construction.

Final product (50 shells) are to be delivered between notification to proceed (receipt of purchase order by winning vendor) and December 15, 2022. Product will be delivered to the Howard Nursery, located at 197 Nursery Road, Howard, PA 16841. Timing and date of delivery must be arranged with nursery manager Brian Stone by calling: (814) 355-4434.

Boxes will be inspected for quality control and any boxes deemed inadequate will need to be replaced and delivered within 30 days.

Bid amounts must be in dollars and cents: no fractions of a cent will be accepted.

Questions concerning project specifications and requirements should be directed to Greg Turner, Bureau of Wildlife Management at 717-433-5497. Bids must be submitted on the form provided and according to the directions on the bid form. Shell specifications follow.

A Purchase Order will be generated at the time of award without further input from the successful bidder. Awarded vendor will be sent a copy of this document and no work will be authorized until the vendor is in receipt of the Purchase Order.

Back panel is solid, dimension is 2’ x 3’ Upper lip is for us to mount box, it is 2” The bottom is a landing plate for juveniles, and is 4” in length.

Side panels create angle.

A B

A) Bottom of box that is open and shows wooden baffles inserted.

B) Shows side panel with “wedge” variation. Note the 4 screws that anchor the wooden baffles will be performed by PGC and only the vent holes 10 inches from bottom are required by vendor.

C D

C) Demonstrates the solid back. Measurement requested is 36 inches in height and 24 inches wide. Note, this photo is from an earlier design that had an upper lip that is 3.5” versus 2”. We found mounting the box worked just fine with 2”.

D) Photo showing front of box with vent holes.

E)

E) photo showing top of box. Note the consistent welding bead that prevents any air or water exchange in upper portion of box.
