National Weather Service (NWS) – Central Region Regional Facility Cyclic Maintenance Single Award IDIQ Contract Base Statement of Work

1. Introduction The National Weather Service Central Region includes 38 Weather Forecast Offices (WFO) throughout the 14-state Central Region. These WFO facilities were constructed between 1989 and 1995. The NWS has established a cyclical maintenance schedule for five of the primary recurring maintenance actions. These include facility painting, carpet replacement, parking lot maintenance, Upper Air Inflation Building (UAIB) dome coating, and WFO and Storage/Gen-set Building Caulk and Lintel Painting.

This is a single award IDIQ to perform a comprehensive, turnkey maintenance program including these primary tasks, following the cyclical schedule.

1.1 Objectives

1. Reduce NWS manpower requirements currently dedicated to multiple individual contracting actions for these recurring maintenance actions.

2. Establish a team that can provide a consistent level of service and quality of workmanship throughout all facilities in the region.

3. Establish a contract with a contractor able to provide single point of accountability for completion of all scheduled maintenance actions.

2. Definitions

2.1 Contracting Officer (CO)

A person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings.

2.2 Contracting Officer’s Representative (COR)

A Federal employee delegated limited authority by a Contracting Officer to monitor and perform specific, enumerated contract management duties related to contract planning, contract administration, technical oversight, and closeout to ensure that the contractor’s performance meets the standards set forth in the contract. The use of Contracting Officer’s Representative (COR) and Contracting Officer’s Technical Representative (COTR) are used synonymously.

3. General Contract Requirements

3.1 Hours of Operation, Holidays, and Closures

3.1.1 The Government’s hours of operation are typically from 7:30 AM to 6:00 PM Monday through Friday, except for legal holidays. Any deviations from this schedule shall be annotated in the specific Order. The Contractor shall be required to complete all work during the specified hours of operation. If any unique circumstances arise in which there is a need to deviate from these hours, the Contractor shall contact the CO at least five (5) business days prior with the specific details regarding the need for a deviation. If the deviation is acceptable, the CO will notify the Contractor.

3.1.2 Official Federal Holidays

A list of official Federal Holidays are listed below: New Year’s Day Martin Luther King, Jr.’s Birthday Washington’s Birthday Memorial Day Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Day Christmas Day Visit the official website for specific dates of these holidays at: http://www.opm.gov/Operating_Status_Schedules/. Additional days may be designated by Federal law, Executive Order, or Presidential Proclamation. Services under this contract are not required to be performed on federal holidays unless specified in the individual Order.

3.1.3 If the Government is shut down, information shall be provided to the Contractor, via the COR, with appropriate instructions related to their performance during this time period. If necessary, a change order modification may be issued.

3.2 Conservation of Utilities

The Contractor shall ensure employees practice utilities conservation. The Contractor shall be responsible for operating under conditions to prevent the waste of utilities to include, but not limited to lights, heating, ventilation, air conditioning systems, and water.

3.3 Weapons, Firearms, and Ammunition

Contractor employees are prohibited from possessing weapons, firearms or ammunition, on themselves or within their contractor-owned vehicle or privately owned vehicle while on Government property.

3.4 Alternative Statements of Work

Alternative Statements of Work can be offered as a “Value Added” feature of the technical proposal. If contractors have found through experience that a product specification, application rate, performance method, etc. has performed well and could be expected to improve upon the NWS statement of work, this is an opportunity to offer this option. Proposal information for alternative statements of work for any of the five work elements should include the following information:

A. Description of how the proposed statement of work is an improvement to the NWS SOW.

B. Information regarding the length of time and scale of application of the proposed SOW.

C. Detailed SOW to include product specifications, application rates, performance methods, etc.

D. Description of expected cost impact of the proposed alternative as compared to the NWS SOW.

E. Description of any (if applicable) proposed alterations to the maintenance schedule to improve cost effectiveness of the cyclical maintenance.

(For example: NWS currently does parking lot sealing on a three-year cycle. Contractor could propose an alternative such as sealing cracks annually, and applying the sealcoat on a five-year cycle, etc. NWS currently calls for coal tar seal coat, contractor could propose asphalt emulsion, etc. NWS currently specifies a crack sealant method and material, contractor could propose an alternative, etc.)

3.5 Cost Proposal

3.5.1 Unit prices should be provided as follows:

a. Painting per square foot of wall area (door, window, trim painting included)

b. Carpet per square yard of carpet replacement (replacement of cove base included)

c. Parking Lot seal and stripe per square foot (includes crack repair)

d. UAIB Dome coating per dome (includes R &R of caulk joints)

e. Exterior caulk and lintel painting

i. Cut-out and re-caulk per linear foot

ii. Exterior trim painting per linear foot (up to 14” wide)

3.5.2 For initial proposal, assume each of the maintenance actions is an independent project.

a. If the contractor proposes an alternative schedule, they must demonstrate an improved life cycle cost. For example, the contractor may be able to show a lower life cycle cost by performing office painting and carpet replacement on the same cycle, rather than the current NWS schedule.

b. Contractor may offer contract enhancements in the form of additional maintenance items they recommend be added to the contract.

3.5.3 Provide cost calculation for the following sample scenarios of incidental minor additional work

a. PAINTING: While accomplishing the painting of a facility, the contractor discovers three isolated sheetrock repairs that need to be accomplished.

· A hole created by a door handle

· A 6” x 6” hole from movement of a piece of equipment

· An 18” surface gouge created while moving furniture

b. CARPET: During carpet replacement, the contractor discovers six 12x12 VCT tiles adjacent to the carpet replacement area that are damaged and should be replaced.

c. PAVEMENT: During the crack seal / seal-coat project the contractor discovers an isolated 1 sq yard failed asphalt pavement section that needs a full depth patch.

d. UAIB DOME: During the surface preparation process, the contractor discovers 3 random holes, each approximately 2” diameter, in the fiberglass dome that must be repaired prior to coating.
