1.0 GENERAL

1.1 BACKGROUND

The Automated Surface Observing System (ASOS) program is an essential, joint mission support of the National Weather Service (NWS), the Federal Aviation Administration (FAA), and the Department of Defense (DOD). The ASOS is the nation's primary system for collecting and reporting surface-weather observations, primarily at airports, in support of aviation operations as well as weather forecasting and the timely issuance of warnings. ASOS directly supports:

1. Air Traffic Controllers rely on surface observations to provide airport weather parameters to safely support National Aerospace System (NAS) operations.

2. Surface-weather observations at airports required for dispatch of commercial aircraft.

3. Surface observations required to support Instrument Flight Rules (IFR) operations.

4. Surface observation data required by the Office of Operational Systems and used by the NWS to produce weather forecast models and products.

5. Supporting the aviation community and flying public by providing required dial-in services to surface-observation stations to obtain automated voice-weather reports.

6. Providing the general public with up-to-date weather conditions via a dial-up service.

7. Providing forecasters with detailed and timely surface conditions from ASOS sites around the

Nation.

8. Providing the aviation community with Ground-to-Air (GTA) Radio broadcasts of automated voice weather reports.

Recent research into repair actions show that there will need to be a change in the refurbishment processes in that the technician will have to replace the barometer sensor a majority of the time a repair is conducted. The original equipment manufacturer (OEM) has stopped supporting and repairing the sensors and/or third-party lifecycle vendor support will end soon. Without this support, the NOAA National Logistic Support Center (NLSC) and/or National Logistics and Reconditioning Center (NLRC) cannot get the parts necessary to perform repair activities necessary to keep stock available for maintenance activities in the field. The repairs without OEM support will become exorbitantly priced on a per piece basis after 2023.

The National Reconditioning Center (NRC) oversees and repairs SETRA 470T, which is rapidly aging and two years ago, were deemed unrepairable due to age by the OEM. NRC negotiated repair/replace agreement with OEM so that any assets that require replacement would be handled as part of the repair service and at a reduced cost to new unit pricing. This agreement is revisited each year for pricing adjustment, which is steadily rising.

The ASOS barometer sensor specification is attached in Appendix A.

1.2 SCOPE

This Statement of Work (SOW) defines the requirements the government has put forth in terms of Barometer Sensor performance.

1.3 PROGRAM OBJECTIVES

The Contractor must provide a Commercial Off-the-Shelf (COTS) barometer sensor capable of providing a serial data stream to the ASOS per the specification in Appendix A. The number of sensors required to satisfy the number of operational sites is approximately 2,256 Tri-Agency ASOS Sites and 451 stock spares for a total of 2,707. The present ASOS units have been in the field for 18 or more years. The upgraded ASOS is capable of modern serial communications from sensor to DCP. Contractors are encouraged to highlight any system proposed that contains the ability to adapt to customized polling and response requirements. The procured units will be able to be mounted on existing infrastructure by the use of mounting adapters and hardware or cabling as necessary, and the power supplies will be compatible with existing installations. Multiple vendor product submissions may be selected and verified for performance and ASOS compatibility with existing infrastructure.

APPENDIX A – Barometer Specifications

1. Requirements

1.1. General Requirements

[BS-1] The Barometer Sensor must be a commercial off-the-shelf (COTS) or non-developmental item (NDI) sensor.

[BS-2] The Barometer Sensor must be capable of providing barometer measurements in accordance with Section 1.2.

[BS-3] A technical operating manual must be supplied with each Barometer Sensor in an editable electronic format with permission for the Government to use for training/maintenance purposes.

[BS-4] Mounting:

ACU: The Barometer sensor mounts horizontally to a fixed metal plate fiting into a standard 19” rack with 5 inches of vertical clearance and a depth of not to exceed 10 inches. Three barometer sensors will be mounted on the plate with power and data connections running to their respective connections within two meters of the sensors.

SCA: The Barometer sensors can be DIN rail mounted vertically or horizontally to a perforated backplane. Three barometer sensors will be mounted on the plate with power and data connections running to their respective connections within one meter of the sensors.

[BS-5] Surrounding Obstructions ACU: cavity walls of a standard 19” rack; SCA: Internal enclosure components

1.1.1. Self-Testing/Diagnostic Capability

The maintenance philosophy of the ASOS is to maximize the ability of today’s “smart” sensors to perform built-in tests capable of detecting and reporting internal anomalies and/or failures which adversely impact reporting accuracy. The Government will maximize this built-in test capability. As a goal, the Barometer Sensor will be capable of identifying and fault-isolating all sensor-specific hardware and software anomalies.

[BS-6] The Contractor must identify the extent to which the Barometer Sensor can provide these capabilities and must provide an interface document which details all communication and message formats relevant to this capability.

[BS-7] Off-line extended diagnostic procedures and tools must be provided for faults that cannot be detected by the self-testing/diagnostic capability. The off-line extended diagnostics are diagnostic procedures designed to be performed through external commands received via a maintenance technician laptop computer connected to the serial interface of the gauge. These diagnostic procedures may make use of extensive dialogue with the maintenance technician, and may use commonly available external test equipment and/or common hand tools if required.

1.2. Performance Requirements

1.2.1. Range

[BS-8] High pressure shall be 31.5 inches of mercury and low pressure shall be 16.9 inches of mercury. The pressure sensor shall be exposed to pressures as low as 15.7 inches of mercury during Indoor/Outdoor Environmental Testing. The sensor operational requirements will be waived at pressures lower than 16.9 inches of mercury, i.e. The sensor does not have to measure pressure below 16.9 inches of

APPENDIX A – Barometer Specifications mercury. The withstanding test limit is still in effect.

1.2.2. Resolution

[BS-9] The Barometer Sensor shall have a resolution of 0.003 inches of mercury.

1.2.3. Accuracy

[BS-10] The Barometer Sensor must be linear over the entire measurement range, with an accuracy of + 0.02 inches of mercury (worst case, including temperature change, hysteresis, and 3-month drift) over a 4.5 inch measurement range at any altitude from 0 to 12,200 feet.

1.2.4. Differential Accuracy

[BS-11] The Barometer Sensor shall exhibit a differential accuracy of 0.01 inch of mercury or less between any two pressure measurements taken from the same sensor 3 hours apart. (Ambient temperature over this 3-hour period shall not change more than 5 degrees F, ambient pressure shall not vary more than 0.1 inches of mercury over the 3-hour period.)

1.2.5. Pressure Sensor Venting

[BS-12] The sensor shall be vented. The preferred venting is within the building; however, in some air-conditioned offices outside venting may be required.

Interrogation Rate [BS-13]The Barometer Sensor shall be interrogatable a minimum of once every 10 seconds.

2.0 QUALITY ASSURANCE PROVISIONS

The Barometer Sensor must comply with this specification when installed in all environments defined in this specification. The Government may verify compliance with the requirements of this specification in general, and the following sub-paragraphs, using various testing methods. These methods may include field tests wherein the Barometer Sensor is exposed to outdoor environments and compared to a NWS standard, as well as possible rigorous laboratory testing wherein the Barometer Sensor will undergo exposure to an artificial environment specifically designed to demonstrate Barometer Sensor performance.

The Contractor must demonstrate, through a formal test and inspection program or from actual field use statistics that the Barometer Sensor and its components meet the functional, environmental, reliability, maintainability, and availability requirements specified herein to the greatest extent possible.
