INDUSTRY QUESTIONNAIRE
The 2nd Contracting Squadron is seeking to identify capable, experienced, and interested businesses capable of performing the type of work required under MACC. The MACC’s scope of work is for execution of a broad range of design-build, sustainment, maintenance, repair, alteration, renovation and minor construction projects for Barksdale AFB. Your thoughtful/candid responses, comments, recommendations and suggestions are valuable for the development of our acquisition strategy and will be very much appreciated.

1. Does your company have the capability and/or experience of managing multiple projects across several geographically dispersed military installations? What areas/locations does your company have the capability to support?

NOTE: For general construction the contractor will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded. For special trade construction the contractor will not pay more than 75 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 75 percent subcontract amount that cannot be exceeded.
5. Does your company have the capability and/or experience of involving, up to 100% design or access to design capability, for all aspects of general building construction? Please responed to to the following:
1) which A-E disciplines you have the ability to design in-house (Mechanical, Electrical, Structural, Fire Protection, etc.);
2) Whether you subcontract all/any A-E services;
3) have state certified Professional Engineers and/or registered Architects on staff
6. Does your company have the capability and/or experience to ramp-up/draw down workforce and equipment resources according to the needs of the Government, end-of-year surges, size or complexity of projects, and emergency requirements across the Front Range? Will backgrounds checks be an issue?
7. Critical Question: The IDIQ contract may have a total ceiling of $350,000,000.00 for the five-year duration. A single project may be awarded up to $10M. Will your company be able to obtain the necessary bonding and insurance (individual and aggregate)? Please indicate up-to what amount.
8. Critical Question: The “AWARD” approach may include three separate levels of effort (capability tiers). Within the last three years, how many multi-trade projects has your company successfully completed for:
1) less than $250K;
2) over $250K but less than $1M;
3) over $1M;
4) Is there a better way to capture capability tiers?
9. Critical Question: The Government is contemplating multiple-awards under the basic MACC using a Technical Acceptability w/ Performance Tradeoff. The rationale for this approach is that the Government needs the best contractors determined technically acceptable for this contract. What is your opinion on the proposed source selection approach? What would you suggest be an evaluation criteria/discriminator that can help differentiate the best companies? How many total contracts would you recommend and why?

10. Critical Question: The Government is contemplating to require contractors to participate in 60% to 100% of MACC TO solicitations. The rationale for this approach is that the Government needs to ensure adequate competition for all MACC TO solicitations. What is your opinion on the proposed requirement?
