About this file
This is a Justification and Approval (J&A) document for other than full and open competition from the Department of the Navy Mid-Atlantic Regional Maintenance Center (MARMC) to modify five existing Multiple Award Indefinite Delivery/Indefinite Quantity (MAC-IDIQ) contracts for Barge Support. The contracts (N50054-20-D-0001 through N50054-20-D-0005) are held by Lyon Shipyard, BMFT N LLC, Colonna's Shipyard, Fairlead Boatworks, and East Coast Repair and Fabrication, providing depot level troubleshooting, repair, renewal, refurbishment, modernization, maintenance, and testing for the U.S. Navy Messing and Berthing Barges Fleet.
The J&A cites unusual and compelling urgency (10 U.S.C. 3204(a)(2)) to extend the period of performance of these contracts while a follow-on competitive procurement is in process. The extension is needed because the new contracts will not be awarded before the current performance period expires. Each delivery order under the current MAC-IDIQ ranges from $300K to $12M, with approximately 30 orders processed annually. The document notes that procuring these services through stand-alone contracts would take 120-220 days versus 30-45 days under the current MAC-IDIQ structure. MARMC intends to award a new five-year MAC-IDIQ contract vehicle with multiple awards to maintain competition at the delivery order level.
