This is a Performance Work Statement (PWS) for BARDA Device Development for Scientists Training, Amendment 0002.

BARDA requires a qualified contractor to deliver a two-day, in-person, instructor-led training course on Device Development for Scientists scheduled for January 11-12, 2027, at the Constitution Center in Washington, DC. The training will accommodate up to 30 participants and must be conducted by instructors meeting specified qualifications: minimum five years of relevant professional experience in medical device development, education and professional experience demonstrating knowledge of course subject matter, and a master's degree or higher in a field related to medical device development. The contractor must provide all course materials, which may include presentation slides, participant workbooks, handouts, case studies, exercises, and other instructional materials. All electronic course materials must comply with Section 508 accessibility requirements and be delivered to the Contracting Officer no later than two business days prior to training commencement.

The training curriculum must address five primary subject areas: Medical Device Discovery and Development (including Context of Use, preclinical development, development decision milestones, target product profiles, and nonclinical studies); Clinical Development (Investigational Device Exemption studies, clinical investigations, types of clinical study data, and study design decisions); Regulatory Pathways (U.S. regulatory pathways, medical device risk classifications, submission pathways including 510(k) premarket notification, De Novo classification, Premarket Approval, accelerated device programs, medical device labeling considerations, and CMS/FDA joint review initiatives); Commercialization and Intellectual Property (academic versus industry approaches, U.S. patents and exclusivity considerations, and coding/coverage/reimbursement considerations); and Post-Market Considerations (post-market activities and medical device recalls). Non-U.S. citizen instructors must submit security vetting information through a Government-designated secure method no later than ten business days before the training start date. Deliverables include the two-day training event, electronic course materials, qualified instructor resumes/CVs, a post-training satisfaction survey to be distributed with 15 business days for participant response, and certificates of completion to be provided within 15 business days after training. The Government will provide the training facility, coordinate participant attendance, and supply necessary facility access and logistical information.
