COMBINED SYNOPSIS / SOLICITATION
75A50121R00039
TITLE: Defibrinated Plasma from Vaccinated Subjects
(i) This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) The solicitation number is 75A50121R00039 and the solicitation is issued as a request for proposals (RFP). This acquisition is for a commercial items and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures, FAR Part 12— Acquisition of Commercial Items, and FAR Subpart 18.202(b), and is not expected to exceed the simplified acquisition threshold.
(iii) This is a competitive combined synopsis/solicitation. Award(s) will be made to the offerors whose proposal(s) successfully address each of the identified requirements, and for which the proposed price is determined to be fair, reasonable and realistic.
(iv) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05, dated March 10, 2021.
(v) The associated NAICS code is 325414 and the Small Business size standard is 1,250 employees. This requirement is competitive and is set aside exclusively for small businesses.
DESCRIPTION
(vi) The Biomedical Advanced Research and Development Authority (BARDA), Department of Health and Human Services (HHS) seeks to plasma collected from vaccinated subjects.
The emergence of SARS-CoV-2 variant viruses has elicited a surge of requests to several clinical trial companies and investigators for access to vaccinee and convalescent sera for use in efficacy studies of COVID-19 medical countermeasures (MCMs). As these requests are expected to persist, the U.S. Government is creating a new centralized serum repository to ensure the availability of these samples for continued assessments of MCM efficacy against new and existing variant viruses and thereby lessen the burden these requests are currently placing on vaccine companies. To this end, there is an urgent need to source and convert (to serum) plasma from individuals who are COVID-19-naïve and have undergone COVID-19 vaccination under FDA-
Defibrinated Plasma from Vaccinated Subjects 75A50121R00039 issued Emergency Use Authorization and from individuals who have been infected with SARS- CoV-2 variants of concern and interest.
The purpose of this acquisition is to acquire defibrinated plasma. The successful offeror will have the capacity and operational infrastructure to convert plasma to serum (defibrinate) and subsequently aliquot, label, freeze, package, and ship the defibrinated plasma to a U.S.
Government-selected storage and distribution facility. The defibrinated plasma must meet the U.S. Government’s specifications set forth in the attached Purchase Description. The Government will conduct a quality audit of the facility pre-award to ensure vendor capabilities and quality controls.

EVALUATION AND AWARD
(vii) The Government will provide plasma to the Contractor during the period of June 8, 2021 through
January 4, 2022. The Contractor shall defibrinate the plasma and aliquot, label, pack, and ship the defibrinated plasma to the designated storage facility within four weeks after receipt of the plasma, with the last samples to be shipped no later than January 31, 2022.
(viii) The Government plans to award a purchase order resulting from this solicitation. The resulting award will be made to the responsible Offeror whose offer will be most advantageous to the Government, price and other factors considered. The factors listed below shall be used to evaluate proposals. Comparative evaluations will be conducted if multiple proposals are received.
(a) Technical capability of the item offered to meet the Government requirement.
(b) Price.
SUBMISSION INSTRUCTIONS
(ix) All responses to this RFP must be received by 3:00pm Eastern Time on Wednesday, May 9, 2021 and must reference the solicitation number cited above. Responses must be submitted via email to Jeffrey Schmidt at Jeffrey.Schmid2@hhs.gov
(x) This is an RFP. This request does not commit the Government to pay any costs incurred in the preparation of the submission of this quotation or to contract for supplies or service. Supplies are of domestic origin unless otherwise indicated by Offeror. Any representations and/or certifications attached to this RFP must be completed by the Offeror.
(xi) Responses to this RFP must include sufficient information to establish the interested parties’ bona-fide capabilities of providing the product or service. Responses shall include a detailed work plan indicating how each aspect of the objectives are to be accomplished. The technical volume should be in as much detail as you considered necessary to fully explain your proposed technical approach or method. Responses must also include the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
(xii) The Government reserves the right to request clarifying information after receipt and evaluation of your proposal.
(xiii) The Government reserves the right to enter into discussions.

PURCHASE DESCRIPTION
Plasma Processing Requirements for EUA Serum Repository
Specifications:
1. Defibrination facility (TBD)
a. EUSLA between Defibrination facility and Plasma-sourcing vendor
[Note: the EUSLA is a simplified material transfer agreement governing the use of the clinical samples for the COVID-19 response]
2. Documentation:
a. Quality Assurance audit prior to issuance of purchase order, including:
i. Pre-assessment of capabilities and compliance of SOPs
ii. Evaluation of quality management system
b. BARDA may also follow up after initial samples are processed to verify whether sample management and processing adheres to requirements/SOPs and to assure complete inventory and associated meta-data for BARDA’s files

a. Single unit (post-EUA): 600–800 mL of plasma/subject collected into 3–4 plasmapheresis bags, at 200–250 mL/bag
i. HT samples: 250 mL of plasma/subject into 1 plasmapheresis bag
b. Post-EUA samples will be shipped in batches of 17 units*
i. *As soon as 17 units are collected, at no less frequently than every 2 weeks
ii. Total plasma volume/subject received from Plasma-sourcing vendor should be a minimum of least 600 mL to meet sample acceptance criteria
c. HT samples will be shipped as a complete panel
d. Samples with compromised integrity will be replaced by the Plasma-sourcing vendor
i. Please provide your process for acceptance inspection
ii. Defibrination facility must notify BARDA of receipt and acceptance of plasma units in good condition for processing
3. Processing:
a. Bovine thrombin defibrination method
b. 0.2 µm filtration
c. Sterile defibrination process and handling
4. Materials for aliquot/label/freeze:
a. Cryovial:
i. Standard cryovial is acceptable
1. Validated for leak-resistance and durability/long-term storage at -80°C

iii. Samples sent to ATCC/BEI (storage facility) will undergo acceptance inspection upon receipt; samples with compromised integrity upon receipt by ATCC/BEI will be replaced** by Defibrination facility

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-
