STATEMENT OF WORK

BALLISTIC TESTING/SUPPORT

1.0INTRODUCTION/BACKGROUND
Naval Surface Warfare Center Indian Head Division (NSWC IHD) is seeking to obtain internal acceleration data on a new encapsulated warhead design validating Fuze functionality. Design success will be conducted by comparing test empirical data to theoretical modeling data. Due to vehicle size and scaling limitations, a series of test shall be completed with surrogate warhead assemblies. NSWC IHD is seeking to have New Mexico Institute of Mining and Technology (NMIMT) Energetics Materials Research and Technology Center (EMRTC), located in Socorro, New Mexico conduct the ballistic testing. Testing at EMRTC will be split into two phases, entitled “Test Series 1” and “Test Series 2”. Test Series 2 will be funded through a separate contract, pending the results of Test Series 1.
2.0SCOPE
Near Term, Test Series 1 testing and the objective of this Statement of Work (SOW), will consist of inert instrumented projectiles launched at system representative velocities (Mach 1-2) at a steel target plate array. Testing will result in retrieving internally mounted data acquisition, post test vehicle and target damage. Factors such as impact speed, impact angle, and velocity decay after each plate perforation will be recorded for comparison to the model. All Test Series 1 testing will utilize an inert filler for the warhead and an inert instrumented Fuze. It is projected that the mass of the projectile will not exceed 300lbs in order to potentially fire at Mach 2 velocity; or the highest velocity possible at that respective weight. Due to test asset costs, only 2 tests will be completed.
3.0REQUIREMENTS
3.1Test Series 1: EMRTC Requirements / Deliverables
EMRTC will be responsible for procuring materials, providing email/test planning support, conducting all testing, post-test summary, and providing all recorded data. Test Series 1 target plate array will be provided and assembled by EMRTC. The target plate array will comprise of three 4’ x 4’ high strength 0.1575” thick plates (min yield strength 390 MPA). Separation from first to second plate is 82.52” and separation from second to third plate is 106.14”. Final target dimensions shall be re-verified by NSWC IHD before material procurement and assembly.
Diagnostics provided by EMRTC include standard speed and high speed imagery to capture the strike velocity of the projectile, impact angle, and velocity degradation as the projectile is perforating each plate prior to the soft catch. A soft catch will be used to minimize damage after third plate perforation. On-site support will be needed to open and remove the internal data recorders.

The final deliverable will be a compiled data package meeting all requirements. All video, pictures, and diagnostics on velocities will be reported in a detailed test report (at a minimum within a detailed power point), and provided within 5 working days of completion of test (CDRL A001).

Test Item Inspection:

NSWC IHD will perform a 100% visual inspection of all components and its accompanied hardware before shipping to EMRTC. A NSWC IHD test engineer shall inspect material prior to test assembly and loading at EMRTC. If any discrepancies are found after initial arrival at EMRTC or prior to testing, NSWC IHD test engineer shall reject the hardware and provide a replacement for testing.

4.0GOVERNMENT FURNISHED PROPERTY
4.1The Government will furnish the following Government Furnished Property (GFP) to the Contractor for use in performance of this contract:

4.2The property will be delivered at the Government’s expense at or near the contractor facility.
4.3Only the property listed above and on the GFP Attachment will be furnished by the Government. All other property required for performance of this contract shall be furnished by the contractor.
4.4Within 30 days after GFP is determined by the contractor to be lost, damaged, destroyed, no longer usable, or no longer needed for the performance of the contract, the Contractor shall notify the Contracting Officer, in writing, thereof.
4.5Identify disposition instructions;

· Material will be destroyed by the contractor (Payload Delivery Vehicles)

· Excess material to be furnished to the contractor (NACO Propellant)

· Retained by the contractor

4.6 The contractor’s GFP inventory shall be provided in accordance with CDRL A002.

· Non-sustainment contracts/orders require a CDRL utilizing Data Item Description DI-MGMT-80441C

5.0 PERIOD OF PERFORMANCE:

Period of performance shall not exceed 30 September 2021.
