SOLE SOURCE JUSTIFICATION

1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED

VALUE, AND DELIVERY REQUIREMENTS

The Naval Foundry and Propeller Center (NFPC) requires outside vendor support to provide CNC grinding services to re-sharpen the Government’s 2-inch ball end mills.

Services shall include pick-up of dull ball end mills and delivery of re-sharpened ball end mills to the Government’s address listed below. NFPC requires outside vendor support to provide Computer Numerical Controlled grinding services on Brubaker 2-inch diameter, Model #81498, high-speed steel ball nose end mills.

This is a sole source requirement to Camden Tools (CAGE: 1V343). This requirement shall be awarded as an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The estimated value is $225,024.00. The period of performance is 5 years; there are no option quantities or periods.

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON

CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE

ACQUISITION

NFPC lacks the specialized CNC grinding equipment to re-sharpen the previously in-service ball mills. NFPC went to the Original Equipment Manufacture (OEM), Heritage Tooling, to see if they can provide sharpening services to meet NFPC’s requirements.

The OEM was unable to address the issue of the 30 degree lead body angle in addition to the 30 degree helix.

NFPC requested outside contractor support to develop the sharpening services to adequately sharpen the ball mills. NFPC worked with Camden Tools. Camden Tools developed a grind geometry for NFPC specifically for the process of milling Nickel Aluminum Bronze. No other vendor has worked with NFPC to develop a grind geometry that can meet the specified need.

The risk of utilizing a third party source may cause damage to the ball mills. Failure to have adequate ball mills may cause disruptions to the milling schedule of NFPC which negatively affects the Navy’s submarine fleet.

Based on the above, Camden Tools (CAGE: 1V343) is the only source that can satisfy the requirement.

3. MARKET SURVEY

Market research was conducted through a survey and analysis of alternative service vendors that are available in industry. The thorough analysis conducted reviewed the vendors to see if there were any possible alternatives. At this time, no other vendor exists to satisfy the need.
