About this file
This is a market research questionnaire issued by the Defense Logistics Agency (DLA) Troop Support Clothing and Textiles as part of a Sources Sought Notice for balaclava hood procurement. The questionnaire is designed to identify potential contractors capable of supplying Hood, Balaclava, Extended Cold Weather items under two product groups: PGC 00547 (small/medium and large/x-large sizes with NSNs 8415-01-700-0544 and 8415-01-700-0546) and PGC 29295 (NSN 8415-01-526-8790). DLA Troop Support is researching the feasibility of issuing a long-term contract and anticipates annual quantities of 8,400 units for PGC 00547 and 3,400 units for PGC 29295. Interested contractors must respond by March 5, 2026, by contacting Roxane Owen or Tiffany Taylor at Roxane.Owen@dla.mil or Tiffany.Taylor@dla.mil.
The questionnaire requires respondents to provide company information, manufacturing capabilities, commercial item status, government contracting experience, and registration in SAM and DLA's DIBBS system. Respondents must confirm their ability to meet proposed production lead times of 120 days for initial delivery and 90 days for subsequent orders. Pricing information is critical to the market research, with respondents required to submit ballpark pricing, material-to-labor ratios, cost drivers, material pricing stability assessments, and tiered pricing options for multi-year contracts. If tiered pricing cannot be provided, contractors must indicate willingness to accept an Economic Price Adjustment (EPA) formula tied to the Producer Price Index with a maximum 10 percent annual increase. This Sources Sought Notice is for market research purposes only, with no obligation for purchase, and any resulting solicitation will be posted on SAM.gov.
