TO

PURCHASE SINGLE/SOLE SOURCE COMMODITIES AND SERVICES

The following commodities and services may be a “Single Source” or a “Sole Source” (only one (1) source from which to purchase the commodities and services).

This NOTICE OF INTENT TO PURCHASE SINGLE/SOLE SOURCE shall serve as a notification that a recommendation will be made to The School Board of Hillsborough County, Florida (the “School Board”) to award this single or sole source procurement to the referenced vendor of the commodities and contractual services described in Exhibit A: SINGLE/SOLE SOURCE COMMODITIES AND SERVICES. The description of the commodities and contractual services intended for purchase from a single/sole source is posted per Rule 6A-1.012(12)(d), Florida Administrative Code. It will remain posted for seven (7) business days.

This is not a request for proposals, and no competitive solicitation is available. HCPS will not consider any response to be a proposal. Any responses received because of this notice will be considered solely to determine whether competition exists.

Interested firms or individuals may identify their interest and capability to respond to the requirement by uploading EXHIBIT B: RESPONSE TO PURCHASE SINGLE/SOLE SOURCE COMMODITIES AND SERVICES and all relevant documents via www.vendorlink.com. “Like” shall mean equal, equivalent, or identical. Interested firms will be considered only if they respond with clear and convincing documentation that they can meet or exceed the requirements. All responses received within seven (7) business days after the publication of this Notice of Intent to Purchase Single/Sole Source will be reviewed by HCPS.

A determination by the General Manager of Procurement Services, or designee, and the Procurement Officer not to publish a competitive solicitation for this proposed action based on the responses to this notice is solely within the discretion of the General Manager of Procurement Services.

Notice of Intent to Sole Source: If Procurement Services does not receive “like” commodities and services information during the Single/Sole Source posting period above, the purchase request shall be issued to the School Board or renewed as approved by the School Board. This section shall serve as notice of the intended decision to enter a single/sole source contract in the manner specified in § 120.57(3), Florida Statutes. It may negotiate the best terms and conditions with the single/sole source vendor. HCPS shall submit a recommendation to the School Board (www.hillsboroughschools.org/Page/3643) requesting approval to waive the solicitation process and proceed with the single/sole source purchase. Decisions concerning multiple-year sole sourcing are valid for one year after approval by the School Board and must be reposted and validated before the renewal period.

Failure to file a protest within the time prescribed in § 120.57(3), Florida Statutes, or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings under Chapter 120, Florida Statutes. Any protest concerning HCPS’ decision must be timely received by the General Manager of Procurement Services at 901 E. Kennedy Blvd., Tampa, FL 33602.

EXHIBIT A

SINGLE/SOLE SOURCE COMMODITIES AND SERVICES

1. Describe what the item is, and how it is to be used by HCPS.

Bailey’s content specialists will work with designated students using BEG’s proven process for tutoring success:

• Collaborate with the district to access, analyze, and interpret available student data to determine tutorial groups for sessions.

• Identify student areas of concern and gaps in learning.

• Plan and provide focused remediation, guided practice, and student work with appropriate rigor.

• Provide pre-assessment and post-assessment tools when necessary.

• Provide targeted, small-group, direct instruction to identified students.

• Design standards-aligned, high-quality, rigorous learning opportunities for students.

• Provide engaging learning opportunities for students.

• Monitor student progress and provide feedback to students and the teacher.

• Serve as a model of high-quality, standards-aligned instruction to teachers.

Service Delivery, Debarment, and Contractual Agreement

Bailey’s coaches will support special and general education teachers by serving/working as a resource provider, assessment and data coach, and curriculum and instructional specialist. Service delivery includes onsite (job-embedded) and virtual training, coaching, modeling, co-teaching, consultation, and technical assistance. Additionally, staffing for the project can be adjusted at any time upon request from the school, district, or Bailey if goals are not being met.

2. What feature or particular condition of this commodity and service is unique and cannot be obtained from any other source?

For over a decade, Bailey’s team of premier instructional coaches, leadership coaches, and project managers has served schools and districts, ensuring that the services provided are research-based and practical. They customize areas of focus to support school and district goals. Bailey’s coaches customize support through group training and individualized, job-embedded coaching and modeling. Our team of instructional coaches will customize support through individualized professional growth plans to build capacity and improve student outcomes. It is widely recognized that no factor under school control impacts student achievement and development more than an effective teacher focused on the skills and concepts that students are ready to learn. Bailey Education Group will work with designated students to improve achievement and growth, as measured by district and state-level assessments.

All Bailey work is managed and evaluated by a Bailey Project Manager, with extensive support from the Bailey Leadership Team. Student and teacher performance data will be analyzed and evaluated to identify strengths and areas of concern. The Bailey team will work tirelessly to ensure that all services are provided with evidence-based fidelity.

Services, including professional development, in-classroom coaching and modeling, co-teaching, student tutorials, data coaching, and technical assistance, are all provided with a focus on achieving district and school-level transformation goals. Coaches will debrief with the principal or designees and submit a detailed work report for each day of services.

Qualitative and quantitative program evaluation will be continuous throughout the project. Qualitative data will be gathered and shared weekly via e-mail summary reports to the appropriate leadership. Quantitative data will be collected and organized from universal screening, progress monitoring, and benchmark assessments as they are available. The project manager will regularly review student and teacher data to evaluate effectiveness and meet regularly with leadership to discuss overall strengths, concerns, recommendations, and next steps.

3. Vendor-provided information.

Bailey Education Group, LLC will provide 25-26 Direct Student Tutorials at 20 Identified Schools at least two times per week.
