About this file

This file contains Request for Information (RFI) comments and responses related to Supplemental Type Certificate (STC) updates for APX-119 Identification Friend or Foe (IFF) transponder retrofits on the E-11A Battlefield Airborne Communications Node (BACN) fleet. The government is seeking contractors with experience updating STCs for Bombardier Global 6000 and Global XRS aircraft. The effort encompasses separate STC upgrades for one Global XRS aircraft (serial number 9355) and five existing Global 6000 aircraft (serial numbers 9506, 60045, 60056, 60087, and 60115), with the exception of the newest production Global 6000 aircraft (60115) which already has an updated IFF STC. Installation and integration work will occur at Robins Air Force Base in Georgia, deployed CENTCOM locations, or Bombardier facilities in Wichita or Hartford, Connecticut, with specific locations to be determined after receipt of RFI responses.

Key contractual details include that the government will provide APX-119 and DCP equipment as Government Furnished Property (GFP), eliminating contractor responsibility for equipment acquisition. Notably, the USAF does not permit use of the FAA Form 337 Major Alteration approval process; all modifications must follow standard STC procedures with Bombardier's coordination since Bombardier holds the existing IFF MIL GPS STC. The government requires that contractors obtain an updated STC rather than amend the existing Bombardier-held STC. While USAF past performance on CDA aircraft airworthiness certification and modifications is preferred, the government will accept relevant non-USAF examples from other DoD or Department of War branches. The work is anticipated to commence after approval of the AIMS test report for aircraft 60156 and receipt of updated STCs.

A-113-AprDoes the government have access to the STC data from the owners Learjet / Bombardier and to what level is data available? While the government has access to the STC data, Bombardier is the holder of the Existing IFF MIL GPS STC. Any third-party vendor would still have to coordinate with Bombardier to acquire system data.
A-213-AprHow many aircraft will the contractor be responsible for with respect to engineering, certification, and integration of the new equipment? This effort will include separate STC upgrades for the single Global XRS (9355) and all of the Global 6000 (9506, 60045, 60056, 60087, 60115) aircraft with the exception of the new production Global 6000 aircraft 60115 which has an STC for the updated IFF configuration.
A-313-AprWhere will the location of the installation / integration be (general area not specific)?Potential locations include Robins AFB, GA, Bombardier facilities (Wichita/Hartford, CT), and deployed CENTCOM locations
A-413-AprCan the government provide the Manufacturers Serial Numbers for the BACN fleet?Global XRS 9355, Global 6000 9506, 60045, 60056, 60087, 60115, 60156
A-513-AprWill the Government provide the APX-119 and DCP equipment as GFE or is the contractor responsible for acquiring?APX-119 and DCP units will be provided by the Government as GFP. Contractor will not be responsible for acquiring the units.
A-613-AprTo ensure we provide the most accurate Rough Order of Magnitude (ROM) pricing, we are requesting as much information from the Government regarding location of aircraft, desired PoP, etc.Aircraft are currently located at Robins AFB, GA and a deployed CENTCOM location. It is anticipated that the work will be done at those locations or at a Bombardier facility, if required. The Govt is awaiting the AIMS test report approval for the IFF testing completed on 60156. Installation and any additional testing required will be accomplished after the updated STCs are received. PoP will be determined after receipt of RFI responses.
A-713-AprWe can get new APX-119 STC but will not be able to amend an STC owned by Bombardier or Learjet without the holder’s involvement or permission. However, we can perform new modifications on top of it through approved FAA pathways (i.e. 337). Would this meet your requirements?Unfortunately, the USAF does not allow us to use the FAA 337 Major Alteration approval process.
A-813-AprIf LRU’s (APX-119 and DCP units) are form, fit and function identical, we could approve for return to service on a DER approval 337 major alteration versus an STC update. Would this be an acceptable STC update for BACN?Unfortunately, the USAF does not allow us to use the FAA 337 Major Alteration approval process.
A-913-AprOur team has significant military and multiple branches of DoD/DoW experience including USAF. Would the Government accept non-USAF examples of our Past Performance relative to the certification and modifications?USAF past perfomance relative to CDA aircraft airworthiness certification and modifications is preferred but other non-USAF examples of past performance will be accepted
