About this file
This document is a Request for Information (RFI) for the Battlefield Airborne Communication Node (BACN) Operations, Sustainment and Support (BOSS) program. The RFI is seeking information from contractors capable of operating, sustaining, and maintaining the existing BACN communication system, which facilitates tactical edge information exchange by reducing communications issues associated with incompatible systems, adverse terrain, and distance.
The RFI states that the government's objective is to have a follow-on Request for Proposal (RFP) within the next 12 months, with an estimated period of performance from January 2026 to January 2031. The government is currently in the planning phase and has not established a budget or specific timeline. Interested contractors must have a U.S. CAGE code, a minimum of a Secret facility clearance, and designate two individuals to receive the formal RFI documentation. The RFI provides details on the required technical and functional capabilities, as well as instructions for submitting capabilities statements.

1. What is the expected timeline for solicitation (market survey, RFI, industry day, RFP, award, etc.)?
-The Government does not have a specific timeline right now. The Governments objective after going through the RFI/Market Research is to have an RFP within the next 12 months.
2. What is the government’s budget for this work?
-The Government budget has not been established at this time, nor will budget information be provided during the market research process. The results of the Market Research will help to shape the acquisition strategy as well as any other programmatic/budgetary based aspects.
3. What is the period of performance? January 2026-when?
-Estimated period of performance is January 2026 to January 2031, with CLINS to be specified in each individual task/delivery order. Please keep in mind we are in the planning phase, so it is subject to change as the requirements are solidified.
4. Can you provide any additional info regarding the scope of this work?
a. Where are the CONUS and OCONUS locations of the fielded payloads?
-The fielded payload CONUS location is at Robins AFB, GA.
-The fielded payload OCONUS locations cannot be disclosed at this time.
b. The SOO says that the scope includes providing “the necessary manpower and resources required…” Can you provide information on what it is currently taking to maintain the sensors; manning and footprint?
-Contractor will need to provide manning and resources to support FSRs at multiple deployed field sites as well as a home station. Software development and deployment capabilities to include a fully functional
Systems Integration Lab for Hardware and Software upgrades and testing/resolution of HW/SW deficiencies. Full logistical support for all the BACN Hardware and Software. Plus, administrative support for all deployed and local FSRs. BACN operates at the US Secret Level so all FSRs and logistical personnel plus a majority of administrative support will require Secret Clearances.
c. The SOO says: “BACN mission requirements and BACN payload technical and functional requirements are defined in the BACN SRD.” Can I get a copy of the SRD?
-Once a POC sends in an NDA and Registration Document (located on SAM.Gov on the RFI post) they can receive a copy of the SRD.
5. Are you currently accepting white papers/vendor capability briefs?
-Yes. The overall intent of the RFI is to determine capabilities that exist to meet the overall needs identified in the RFI.
