About this file

This document is a Performance Work Statement (PWS) for a federal contract opportunity to repair and update the electric power control systems for Building A and its tenant buildings at Offutt AFB in Sarpy County, Nebraska.

The key objectives are to repair or update the electric and generator control system programming, apply risk management and cybersecurity frameworks, implement life cycle resilience for the control systems, develop procedures to proof system readiness for commercial power loss and grid separation, and provide system restoration and recovery implementation methods. The contractor shall develop, test, and implement controls programming logic to enable safe operation of the power generation and distribution, including load shedding priorities, manual bus separation, generator management, testing capabilities, and access controls. The contractor shall also provide all necessary hardware, software, and training. The related federal contract opportunity is a Sources Sought for Backup Power Automation, with the 55th Contracting Squadron at Offutt AFB seeking capabilities statements from vendors with the ability to perform the requirements outlined in the PWS.

PERFORMANCE WORK STATEMENT (PWS)

Backup Power Automation Offutt AFB, Sarpy County, Nebraska

1.0 Introduction – The switchgear in building A requires updating and refinement of its programming. The electric power sources to building A and its tenant buildings must operate as a never-fail-utility. Commercial Power loss is inevitable due to weather, manmade, and natural disasters. Updated Information Technology and Cybersecurity supplementation is required to ensure building A’s consistent access to electrical power.

2.0. Assumptions – Electrical Power Generator systems and Electrical Switchgear must continuously perform at the highest possible level of operational resiliency.

3.0. Information Technology Objectives

3.1. Repair or update electric and generator control system programming to add operational technology logic that will bring the power control system up to date.

3.2. Apply Risk Management Framework. Improve protection of the controls that support security, privacy, operational resilience, supply chain risk management, and the best cyber intelligence, or commercial cyber threat information available at the system and organizational levels.

3.3. Implement Life Cycle Resilience. Design, source, test, field, modernize, maintain, and sustain mission-capable, cyber-resilient control systems in concert with industry best practices, understanding mission risk, and implementation of graduated mitigations.

3.4. Develop, document, and perform procedures to proof system readiness for recovery from commercial power grid loss.

3.5. Develop, document, and perform procedures to proof system readiness for pre-emptive Human Machine Interface (HMI) activated islanding and total separation from the commercial power grid.

3.6. Develop, document, and acquire system restoration software and recovery implementation methods.

4.0. Scope - Contractor shall develop, test, and implement controls programming logic that will enable government electrical workers to safely operate power generation and electric distribution. Programming will be specific to restoring and providing power from existing on-site diesel generators and electrical distribution in the event of commercial power grid loss. Contractor shall also provide all hardware, software, programs, and associated devices needed to implement logic functions. All hardware, software, programs, and associated devices shall be submitted for government approval prior to installation and implementation.

4.1. Program Mission Support load shedding circuit priorities based on government-prioritized list.

4.2. Program capability to manually initiate NBOA and SBOB electrical busses separation from commercial power via HMI.

4.3. Program capability to manually manage minimum generators required to meet electrical load demand without N+1 programming limitations.

4.4. Program capability to manually separate building B’s electrical load from commercial power via HMI.

4.5. Program capability to use load banks in conjunction with live load generator testing.

4.6. Program capability to enable standard operator control optimization mode while testing in when separated from commercial power.

4.7. Program capability to use a single HMI to use return to normal bypass mode for all Automatic Transfer Switches.

4.8. Replace/Upgrade master A and Master B existing PLCs with updated PLCs.

4.9. Remove/Change HMI “Default” button function.

4.10 Install breaker manual/remote operating switches for breakers FB18A and FB18B.

4.11. Program shall enable ability to use emergency generator test automation in situation when Mission Support buss ties are closed and commercial power is of limited availability.

4.12. Establish and limited Electric and Power System controls access to specified personnel.

4.13. Install input devices, output devices, and control switches as needed to enable stated logic capabilities, manual modes, and automatic modes.

4.14. Perform and document on-site systems field tests of new integrated logic for proper Switchgear function and controls operations.

4.15. Provide on-site training class and materials to include, but not limited to, a video disk for personnel. Training will clarify operation and troubleshooting.

4.16. Alter local/remote annunciation. Verify Local/Remote annunciation and correct if necessary. Potentially change to match switch legend, “Manual/Automatic”.

4.17. Develop, document, and provide system restoration and recovery implementation methods to back up and restore the power controls system.
