About this file
This document is a Security Procedures specification for Pierce County Facilities Management related to contractor access and personnel badging requirements for the Food Services contract at Pierce County Jail and Juvenile Detention Center. The specification establishes mandatory security protocols that all contractor personnel, including subcontractors and sub-tier contractors, must follow when accessing County facilities. All workers require Pierce County-issued identification badges and must complete background clearance processes before commencing work on-site. Three levels of clearance are available depending on facility access needs: Moderate clearance for general County property access, Criminal Justice Information System (CJIS) clearance for unescorted access to buildings housing criminal justice information, and Prison Rape Elimination Act (PREA) mandated Jail Entry clearance for work in detention areas. Background check forms must include physical signatures and photocopies of driver's licenses, submitted electronically one week before in-person submission to the Facilities Security Division Program Coordinator. Processing timelines allow up to eight weeks for background checks, one week advance scheduling for in-person badging appointments at the County-City Building in downtown Tacoma, and up to eight weeks for CJIS fingerprinting through South Sound 911.
The specification mandates that contractors bear all costs associated with securing clearances for personnel. Badges must be visibly worn at all times on-site and returned upon employment completion, with penalties up to $1,000 per unreturned badge and per violation involving unauthorized or uncleared personnel. Work in correctional facilities requires additional pre-mobilization meetings covering parking, work hours, tool control, safety protocols, and infectious disease management. Exceptions to badging requirements include transitory vendor delivery personnel escorted by cleared contractors, regulatory inspectors with agency photo identification, and fully cleared contractors working on-site for one day or less with prior Project Manager and Security Manager approval. Non-compliance results in immediate personnel removal from site, financial penalties, and potential full job site shutdown pending submission and approval of a written Corrective Action Plan. Background clearances and CJIS training require renewal every two years, and detailed information regarding denied applications is not provided by the background check program.
