About this file
This document is a Request for Information (RFI) for a backflow preventer installation project involving the City of Portland Water Bureau and a federal installation. The RFI covers two locations with potential installation of backflow preventers, involving two Contract Line Items (CLINs). The project includes replacing existing backflow preventers, installing spool pieces, modifying vaults, and potentially burying electrical conduit. Funding is approved for the first location, with possible future approval for the second location. Work hours are specified as 0700-1600 (7-4), and a laydown area will be provided for secured material storage.
Key technical details include requirements for City of Portland permits, confirmation of shut-off locations, equipment selection based on city and code requirements, and specific constraints on work procedures. Contractors must perform all work on the same side of secure fences, use dirt as acceptable fill material, and coordinate electrical conduit installation with OMD personnel. The project involves specific technical specifications for RPBA and Hotbox equipment, with utility drawings to be provided upon successful bid. Electrical work will require the contractor to run conduit to within 6 inches of the connection point, with final connections to be made by OMD personnel.

Backflow Preventer RFI’s
1. Under SW-3 for both CLIN#1 & CLIN#2 it lists 'pull permit for 10" RPBA installation'
And under SW-5 PERMITS it says 'this section in N/A as permits are not required on federal installations'
a. This will require a city of Portland permit as it is our main connection to the city’s mains
2. During the pre-bid conference, I was told a 2nd backflow preventer was discussed for the other side of the property.
a. See updated scope of work.
3. Should that be included with this bid or will there be a separate bid at a later date for the second one?
a. Two clins will be on the bid. Funding for the first one is approved. Possible approval for second.
4. When we do the alteration to the back flow device, do we want to fill in the vault? Is dirt acceptable as a fill?
a. Dirt is an acceptable fill.
5. We need a shut off on the base side of the devices to be able to do the work without interruption to your operations. Does that exist?
a. The base has a loop system that has 2 city mains. Shutting one down will not affect operations.
6. It was my understanding you wanted us to bury a conduit for the electrical work to be done. You indicated you would take care of the electrical wiring and connections.
Is that correct? What size conduit do we need to install for you?
a. That is correct, wire and conduit size based on heater need.
7. On the primary backflow and PRV removal, it is understood we are putting in a spool piece of pipe and not back filling the second vault. Is that correct?
a. Bypassing the PRV and leaving the vault open is acceptable.

a. Specs are based on City of Portland and Code requirements.
9. Regarding location #1 - Please provide any drawings showing the runs of existing plumbing supply lines running from the City meter to the existing backflow preventer and the pressure reducer.
a. It’s a simple 10 foot run from the city meter to the devices. Utility drawings will be provided upon successful bid.
