The document is a Request for Proposal (RFP 2024-08) issued by the City of Green Cove Springs for a City Hall Generator Upgrade project. The proposal seeks to replace the existing 125 KW generator with a new 250 KW generator and upgrade the building's electrical infrastructure to enable the entire city hall to operate on auxiliary power during emergencies. The bid is scheduled to be opened on December 3, 2024, at 10:00 a.m., with an optional pre-bid meeting on November 18, 2024, at 10:00 a.m. Bidders must submit a 5% Bid Bond and will be required to provide Payment and Performance Bonds equal to 100% of the bid award amount. The contract term is set for 90 days from the award date for substantial completion and 100 days for final completion.

The project is partially funded by the State of Florida Hazard Mitigation Grant Program (HMGP), with a federal cost share of 90% and a local match of 10%. The total project budget includes $3,490.96 for Sub-Recipient Management Costs, and the city will purchase the generator directly, with bidders instructed not to include generator pricing in their proposals. The specified generator is a 250 kW Yanmar-Hipower Industrial standby generator with EPA Tier 3 emissions certification, with a quote of $123,055.13 from Yanmar Mastry Engine Center. The project aims to protect the facility against 500-year flood events by positioning the generator outside the Special Flood Hazard Area, ensuring critical city services can maintain operational capabilities during power outages.
