Sources Sought Synopsis (SSS)

This is a market research notice issued by the United States Air Force for the B-52 Commercial Engine Replacement Program (CERP) to identify potential integration contractors for the Bomber Agile Common Hangar (BACH) at Tinker Air Force Base, Oklahoma. The Government seeks a contractor to manage the complete end-to-end acquisition, supply chain tracking, delivery, warehousing, staging, on-site integration, and installation of 604 distinct maintenance and support equipment items for Aircraft Maintenance Group (AMXG) operations. Rather than manufacturing hardware, the selected contractor will serve as an integration contractor responsible for procuring diverse equipment from multiple original equipment manufacturers (OEMs), including aircraft weighing systems, stands, kitting boxes, and vehicles. The primary PSC is R706 (Support – Management: Logistics Support), with alternate considerations of R408 (Support – Professional: Program Management) or R425 (Support – Professional: Engineering and Technical Support). The NAICS code is 541614 (Process, Physical Distribution, and Logistics Consulting Services), with a size standard of $22.5 million in average annual receipts.

The program timeline requires hangar construction to begin in fall 2026 with facility completion by early 2030, all 604 equipment items must be acquired, delivered, and staged between March 2030 and June 2030, and full hangar activation with testing and calibration must be completed by January 2031. Prospective contractors must demonstrate financial capacity and supply chain infrastructure to manage heavy industrial and specialized aviation ground support equipment simultaneously. The market research notice requests responses by September 30, 2026, and includes a detailed Contractor Capability Survey addressing general integration management, commercial sourcing and warranty management, and regulatory compliance including Buy American Act requirements, DFARS domestic commodity and specialty metals preferences, and Unique Identification (UID) marking requirements. This SSS is issued solely for information and planning purposes and does not constitute a formal solicitation or commitment to contract; responses are not offers and will not be reimbursed. Inquiries should be directed to Ms. Sasha N. Lewis, Contract Specialist, at sasha.lewis.1@us.af.mil.

PURPOSE/DESCRIPTION

The Government is conducting market research to identify potential sources that possess the professional management expertise, capabilities, and experience to serve as an integration contractor for the outfitting of the new Bomber Agile Common Hangar (BACH) located at Tinker Air Force Base (AFB), Oklahoma.

Rather than a direct hardware manufacturing effort, the selected contractor will be responsible for managing the complete end-to-end acquisition, supply chain tracking, delivery, warehousing, staging, on-site integration, and installation of the AMXG hangar maintenance equipment.

The baseline equipment list includes 604 distinct items of maintenance and support equipment (including aircraft weighing systems, stands, kitting boxes, and vehicles). The integration contractor will manage these purchases and coordinate deliveries with various original equipment manufacturers (OEMs).

Program Timeline & Execution Parameters:

• Hangar Construction: Staging and construction begin in fall 2026, with facility completion estimated in early 2030.

• Equipment Delivery Window: All 604 equipment items must be acquired, delivered, and staged on-site between Mar 2030 and Jun 2030.

• Full Hangar Activation: The hangar and all integrated equipment must be fully tested, calibrated, and operational to meet the program's strict activation need date of Jan 2031.
