RDH-1 BAA CALL 0001
High Power Electromagnetics (HPEM) Cyber / Electronic Warfare Applications (CEWA) Statement of Objectives (SOO)
November 2015
1.0 GENERAL DESCRIPTION OF WORK TO BE PERFORMED:
Applicable Technical Areas from BAA-RVKD-2014-0003:
Technical Area 2- HPEM CEWA
This Call is for all offerors to propose research for an Indefinite Delivery Indefinite Quanity (IDIQ) type contract in the area of HPEM CEWA. The objectives of this Technical Area are to study, develop, support, and enhance innovative concepts where HPEM technology can be used to complement and enhance cyber and electronic warfare concepts. This includes identifying scenarios where HPEM can be used for Cyber/EW, studying single pulse concepts, studying repetitive pulse concepts, developing concepts in the laboratory, and performing small scale demonstrations. The contractor shall perform exploratory efforts to identify potential applications of HPEM in the Cyber and EW communities.
2.0 OBJECTIVES OF WORK TO BE PERFORMED:
Objectives for the IDIQ:
· The offeror shall study opportunities where HPEM technologies can be used to complement or enhance capabilities of the cyber and electronic warfare communities.
· The offeror shall conduct experiments that enhance the understanding of how HPEM technologies can be used for cyber and EW missions. The contractor shall emphasize effects caused by backdoor coupling phenomenology and concepts unique to exposing test assets to high power densities.
· The offeror will identify the radio frequency parameters (power density, pulse width, pulse repetition rate, etc), based on experiments conducted, that are required to initiate Cyber / EW concepts.
· The offeror shall conduct experiments to understand robustness of HPEM effects observed in experimentation. This can include experiments on multiple makes and models of a class of test assets or studying HPEM effects on similar technologies integrated into multiple types of test assets. The contractor shall study the effects of natural phenomenon.
· The offerors shall support field experiments such as BLACK DART or VIGILANT HAMMER.
Objectives for Task Order 1:
· The offeror shall develop a library of day-in-the-life scenarios which provide examples of how HPEM can enhance and complement cyber and EW missions.
· The offeror shall identify RF coupling phenomenology and effects on electronics (single pulse and/or multiple pulse) that have cyber and/or EW mission applications (with emphasis on back door coupling effects).
· The offeror shall develop combinations of radio frequency parameters (e.g. carrier frequency, pulse repetition rate, pulse width, modulation schemes, etc) that can be used to design an HPEM CEWA RF source (deliver parameters only, not the source).
· The offeror shall support one field experiment such as BLACK DART or VIGILANT HAMMER
3.0 BACKGROUND INFORMAITON:
The military recognizes opportunities in combining Cyber and Electronic Warfare communities. In 2013, the Directed Energy Directorate of the Air Force Research Laboratory (AFRL) began the HPEM CEWA Program to investigate innovative opportunities to use HPEM technologies to support and enhance the missions of the Cyber and EW communities. Combining these three somewhat-independent areas of specialization has produced creative ideas for using single shot HPEM technology, multi-shot HPEM technology, and specialized waveform technologies.
