Are contractors required to be competent in all technical topic areas or just the technical topic area of interest?
Only the technical topic area of interest.

Can statement of capabilities be sent via e-mail?
No, please submit responses only by MAIL because the Government computer system firewall deletes many attachments.

Would a consortium of small businesses able to address the entire scope of this Sources Sought be of interest or considered or must the respondents be able to handle all aspects within their own organization?
The arrangement could work if technical capability is demonstrated. One possible issue, however, is the administrative and security logistics that would be needed to coordinate multiple businesses which could increase risk. We will be looking closely at how this is planned out. Even so, we expect that very few responders will have the capability to address all three topics alone and may need to propose to one topic or propose teaming arrangements, but the more there are, the more of an issue this may be.

I wanted to get formal clarification that my organization can respond to this call even though we may not fall under one of the noted categories: small businesses, qualifying 8(a) businesses, certified HubZone small businesses, or research and educational programs and activities: historically black colleges and universities, and minority-serving institutions of higher education that meet the definition of "Covered Institution"
