Call 2 Overview

• Ideal A&S program would be a 40-year study on a complete fleet (300+) of full scale motors used in strategic assets placed in all possible operationally representative environments

• This ideal study is prohibitively expensive and does not satisfy near term customer need!

• AFRL is interested in a 5 year study of non-proprietary SRM to demonstrate RP21 A&S goal achievement

• Statistically significant number of motors

• Representational motors with common SRM features and propellants

• Aged in multiple environment types

• Baseline based on TSSS A&S Phase I technologies

• Defined contractor baseline is integral to aging study

Aging & Surveillance History

• Service Life Prediction Technology (SLPT) ATK (1998-2003)

• Developed mechanistic models for prediction of the future mechanical state of SRMs based upon chemical predictions, and from that, service life estimates

• Critical Defect Assessment (CDA) ATK (1999- 2012)

• Developed enhanced service life prediction methods using fracture mechanics, coupled Computational Fluid Dynamics (CFD)/structural analyses, and automated meshing of flaws from NDE data

• Collected several long-term propellant aging verification and validation data sets

Aging & Surveillance

To achieve overall BAA requirements:

• Call 2 is demonstration effort in direct support of RP21 2017 A&S goal attainment

• May include hardware development/computer modeling but must be in direct support of aging study; standalone development would not be appropriate for this Call

MAST project potential transitions:

• Program shall define contractor technology baseline including individual technology/area uncertainties and how they aggregate into the overall contractor baseline uncertainty

• Program shall define contractor technology suite that will demonstrate and validate the RP21 2017 A&S goal attainment

• Program shall define a scientific methodology to validate RP21 2017 A&S baseline

• The proposal methodology shall also be applied to the demonstration and validation of the RP21 2017 A&S goal attainment.

• The program’s methodologies and technologies shall rigorously verify the customer A&S baseline.

• The program’s methodology shall utilize a statistically significant number of non-proprietary SRMs with motor features and propellants representative of those found in strategic motors and include multiple defined, operationally relevant environments in direct support of A&S goal demonstration.

• Risk management processes shall be used at all stages of the methodology to maintain focus on proper RP21 2017 A&S goal demonstration.

• Technologies shall clearly demonstrate and increase understanding of the RP21 2017 A&S goal attainment.

• Community forums such as JANNAF meetings and broad integrated product teams shall be used to disseminate program progress and results.

• All methodologies, technologies, risk analyses and results shall be reported throughout the program in Distribution C (U.S. Government Agencies and their contractors) sources.

• The program’s structure and approach shall be focused on achieving a significant advancement in the demonstration and validation of the RP21 2017 A&S goal attainment at the end of the program.

Integrated Product Team (IPT)

• All efforts resulting from awards will operate within an IPT arrangement led by AFRL

• The IPT will consist of representatives from academia, other government entities with an interest in this technology, Federally Funded Research and Development Centers (FFRDC), and other qualified commercial and non-commercial entities

• The IPT will meet as necessary but at least once per quarter alternating between Edwards AFB and virtually

MAXIMUM possible information sharing is KEY to IPT success

• Define methodology to experimentally verify contractor A&S baseline and RP21 A&S goal attainment

• Documented in report and reviewed/accepted by government-lead IPT (CDRL A007)

• Build assets and establish A&S program for 4+ years

• Semiannual assessment of baseline’s service life estimate

• Semiannual assessment of goal attainment demonstration motors’ service life estimate, including analysis of program’s potential to demonstrate RP21 goal attainment at end of A&S program

• At end of program, possible transition to government storage

Closed One-Step Process

Closed Process:

• This approach allows for white paper and/or proposal submittals at a specified date and time as set forth in the BAA. Late bid and proposal provisions (IAW FAR 52.215-1(c)(3)) are usually included in the BAA.

One-Step Process:

• The one-step process is used to request full technical and cost proposals from each offeror. The proposals are evaluated in accordance with the solicitation criteria, and all of a selected proposal, part of a selected proposal, or none of the proposals are selected.

Closed Two-Step Process

Two-Step Process:

• The two-step process is sometimes used when a large number of proposals are anticipated. Potential offerors are invited to submit brief descriptive white papers in lieu of full proposals. The BAA must state whether an unfavorable white paper evaluation will bar the offeror from further consideration.

• Full proposals are requested from those offerors selected in the white paper evaluation process.

• The proposals are evaluated in accordance with the solicitation criteria, and all of a selected proposal, part of a selected proposal, or none of the proposals are selected.
