Purpose of Solicitation Amendment 2:
The purpose of Amendment 2 is to respond to questions received regarding this solicitation.
Deadline for Receipt of Proposals: September 15, 2015, 5:00 pm Eastern (UNCHANGED)
Offerors must acknowledge receipt of this Amendment (as well as other amendments) on their proposals. Failure to receive your acknowledgement of this Amendment may result in rejection of your proposal. Except as provided herein, all terms and conditions of the solicitation remain unchanged and in full force and effect.
This solicitation is amended as set forth below.
A. Below is the Government’s response to questions received regarding this solicitation:
Business Questions:
1. QUESTION: Is the solicitation open to foreign institution? Will there be additional calls for proposals in 2016 under this BAA?
ANSWER: This solicitation is open to foreign institutions. There will not be additional calls for proposals in 2016 under this BAA.
2. QUESTION: Where should we submit the Summary of Related Activities forms? Should they be submitted as part of the Technical Proposal? If so, do they count towards the page limit for the Technical Proposal?
ANSWER: The Summary of Related Activities forms may be included in the Business Proposal.
3. QUESTION: On Page 31 it is stated that a System Security Plan will be required with the
Final Proposal Revision if the Offeror is selected for negotiations. Does the initial submitted proposal need to discuss/address the “Information and Physical Access Security” Sections A
– E on Pages 38 – 48 of the solicitation or could this information be provided only if selected for negotiations?
ANSWER: Although the System Security Plan will be required with the submission of a Final Proposal Revision, the initial proposal should still discuss/address your acknowledgment of the “Information and Physical Access Security” Sections. As any award resulting from this BAA will include this requirement, the Information & Physical Access Security information on pages 38-48 is provided to assist in your proposal preparation.
4. QUESTION: Regarding the Work Plan, please clarify if there is a difference between Items 13 and 15 discussed on Page 24. It looks like Item 13 is requesting a cost summary for any subcontracts, including the direct plus indirect costs of the subcontracts, whereas Item 15 is the full cost summary (Attachment 2) – is that correct?
ANSWER: That is correct.
5. QUESTION: Our organization tracks percent of effort, not hours. May we complete Attachment 2 using percent of effort so that is corresponds with the method that we will use to complete the Breakdown of Proposed Estimated Costs (plus fee) with Excel Spreadsheet (Attachment 1)?
ANSWER: Yes, you may use percent effort.
6. QUESTION: Does a Small Business Subcontracting Plan need to be submitted with the proposal that is due on September 15, 2015?
ANSWER: Yes, a Small Business Subcontracting Plan must be submitted with the original proposal unless the offeror is a small business or if the proposed contract will not exceed $650,000 for the entire performance period.
