The purpose of this amendment is to revise Attachment 2 – Proposal Response Sheet, last paragraph to correct email address and to provide responses to questions.

Offerors must acknowledge receipt of this Amendment by identifying this amendment number and date of the amendment on each copy of the proposal submitted. Failure to receive your acknowledgement may result in the rejection of your proposal. Except as provided herein, all terms and conditions of the solicitation remain unchanged and in full force and effect.

The email address to submit electric Proposal Intent Response Sheet is hereby corrected to read as follows:

Question 1:

According to this BAA the proposal is due on December 1, 2014. Since this requires both electronic submission and CD or DVD, do the CD or DVD need to be postmarked by that date or delivered on that date, or may it be submitted at a later time?

Response:

The CD or DVD shall be postmarked by the day the proposals are submitted.

Question 2:

In addition, we need some clarification for costing purposes, do we need to treat a vendor as a subcontractor for purposes of F&A recovery to the first $25K of related expenses?

Response:

As stated in the Federal Acquisition Regulations (FAR), Subcontract means any contract as defined in Subpart 2.1 entered into by a subcontractor to furnish supplies or services for performance of a prime contract or a subcontract. It includes but is not limited to purchase orders, and changes and modifications to purchase orders. Determining how your organization wants to treats this depends on your organization’s discretion and your Negotiated Indirect Rate Agreement.

Questions 3:

In reviewing the RFP for Staged Vaccine Development, BAA NIAID-DAIDS- NIHAI2014014, we came across a statement in attachment 5 under the clause "This contract will not support the following: “Manufacture of therapeutic vaccines". The TomegaVax platform, which is based on spread-deficient cytomegalovirus (CMV) has shown unprecedented protection against highly virulent SIV in a prophylactic setting.

It is our belief that the therapeutic vaccine will lead the development and be the first in class to show efficacy against HIV. For this reason, and because there is a natural overlap between therapeutic and prophylactic vaccines, it is difficult for us to understand why therapeutic vaccines are explicitly excluded from this RFP.

Response:

The Vaccine Research Program does not support the manufacture of therapeutic vaccines. This contract will support the development of prophylactic vaccine platforms only. For manufacturing and testing a therapeutic vaccine they will have to apply to the Program supporting therapeutic vaccines.
