USAID Small Business Applied Research Pilot Tapping Tomorrow’s Technologies Today!
Special Notice of Pre-Proposal Conference
Broad Agency Announcement BAA-MOSO-SBAR-2018
The U.S. Agency for International Development (USAID) Frankfurt and Africa Acquisition and
Assistance Labs intend to launch a new small business initiative, the Small Business Applied Research
(SBAR) Pilot.
SBAR is a field-based initiative that establishes a streamlined and unique pathway for the Agency to expand its access to U.S. small businesses for solutions to some of the world’s most daunting development challenges. USAID seeks to tap emerging solutions in cutting edge technology, new scientific applications, products, or services that are aligned with USAID mission strategies and are readily adaptable for delivery and sustainability in the contexts of countries in which USAID implements development programs.
Eligibility for this pilot is restricted to U.S. small businesses that have successfully implemented a research and development (R&D) program – either through a grant or contract – with a federal government agency. Successful participation in the Small Business Administration’s Small Business
Innovation Research (SBIR) Program is an example of prior R&D experience with a federal agency.
Note that USAID does not implement an SBIR program and will not be issuing SBIR-type awards as a result of the solicitation.
The SBAR Pilot Broad Agency Announcement (BAA) solicitation is expected to include the following program areas in the countries indicated below:
Agriculture, Forestry, and Fisheries SENEGAL - Smallholder Agriculture SENEGAL - Fisheries - Illegal, Undocumented, and Unregulated Fishing (IUUF) KOSOVO - Greenhouse-based food production
Energy SENEGAL - Energy for Productive Agricultural Use
Mobile Technology MADAGASCAR – Civil Society Organizations, High Biodiversity Value Areas, and Civil Society Actors KOSOVO - Integrating Mobile Communications Technology in Teaching and Learning
Water SENEGAL - Water, Sanitation, and Hygiene (WASH) SENEGAL - Water, Sanitation, and Hygiene (WASH) - Sanitation

Multiple awards are anticipated and range in value from approximately $100,000 to $3 Million, with program durations of between 1 to 3 years.
A BAA solicitation is planned for release in the next few weeks. USAID will seek concepts from qualified U.S. small businesses in response to each of the eight (8) problem statements and expected results for USAID Missions in Senegal, Madagascar, and Kosovo.
Pre-proposal Conference USAID will be hosting the equivalent of a pre-proposal conference to brief interested U.S. small businesses on the morning of March 14, 2018 in Washington, DC.
Individuals planning to attend in person or participate via teleconference must register no later than Wednesday, March 7, at noon EST by email with the subject line “SBAR CONFERENCE”. Email content must include: (1) the representative’s name (limit of two representatives per organization); (2) email address; (3) the organization represented; and (4) registration preference: in person or teleconference to sbar@usaid.gov. Individual responses will be provided. Due to space limitations, there is a cap of 75 total attendees that may attend the conference in person. Telecon participation is encouraged.
Due to the limited time available, USAID will give priority to questions received in advance by Friday, March 9, at noon EST by email with the subject line “SBAR QUESTIONS” to sbar@usaid.gov. Individual responses will not be provided.
USAID will not consider, respond to, or acknowledge any other type of email submitted to the sbar@usaid.gov email address. Please do not add attachments to emails.
