REQUEST FOR INFORMATION (RFI)

Advanced Battle Management System (ABMS) Battlespace Command & Control Center (BC3)

Software Acquisition

Background:

The ABMS Distributable Battle Management Node (DBMN) program is currently conducting a test and experimentation phase (Phase 1) with Tactical Operations Center – Light (TOC-L) Increment 1 (Inc 1) systems. The limited procurement of 16 TOC-L Inc 1 systems was executed to support requirements refinement, CONOP development, DOTMLPF-P considerations, and subsystem testing as part of the DBMN Phase 1 effort. In Phase II, the DBMN program will deliver up to 48 TOC-L production-ready prototypes to support multiple tactical C2 mission areas across the DAF as defined in the Rapid Prototype Requirements Document (RPRD) and Concept of Operation (CONOP). The Phase II effort will be conducted through a Middle Tier of Acquisition – Rapid Prototyping pathway. DBMN has identified Solipsys Corporation’s Battlespace Command and Control Center (BC3) software as the near-term BMC2 software solution for TOC-L. BC3 is comprised of Solipsys’ commercial software Multi-Source Correlator Tracker (MSCT), MSCT Display and separately funded BC3 extensions.

This is a sources-sought announcement only for informational and planning purposes and does not constitute a solicitation. This RFI is being issued to accomplish market research and support planning for the below listed requirements. The Government will not pay for any information or reimburse any costs incurred in responding to this RFI. No solicitation is being issued currently.

All information submitted in response to this announcement is voluntary. Not responding to this RFI does not preclude participation in any future solicitation, if issued. If a solicitation is released, it will be synopsized on SAM.gov. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.

The contractor will provide technical services necessary to execute the U.S. Government and International Partners’ requirements for TOC-L Phase II. The performance period for this effort will commence not later than 1 February 2024.

The Government will not issue a Technical Data Package for the maintenance of any of the equipment; for example, BC3 variants, extensions, test sets or tooling to be maintained under any potential contract.

Additional Information:

DBMN is seeking to procure MSCT software licenses with BC3 extensions and software development activities.

BC3 licenses (along with any developed capabilities) will be provided as GFE to DBMN’s selected contractor(s) responsible for the assembly and delivery of TOC-L Phase II hardware.

DBMN intends to contract separately for the deployment, installation, operations, maintenance, and management of the hardware solution components.

The BC3 software provider (“contractor”) shall provide system development & integration support.

The contractor will be responsible for participating in integration efforts, product roadmap workshops, cybersecurity, technical interchange meetings associated with DBMN-directed product enhancements, improvements, and development efforts.

Additionally, the contractor shall be available as subject matter expert(s) with regard to operational questions and the maintenance of the software, including software verification.

The contractor shall be on call to support the user within 24-48 hours after receiving request for assistance from the user, to diagnose and troubleshoot software difficulties encountered by the users.

The contractor may be required to travel to equipment at the specified locations, or the equipment may be delivered to the contractor. The contractor shall perform maintenance, repair or supply action required affecting a repair to the fielded software.

Interested firms who believe they are capable of providing the above mentioned software and services are invited to indicate their interest by providing a response as outlined below.
