BAA-12-26-PKM, Amendment 01 The following questions and answers are provided for information and clarification.

1. Is this considered a new requirement? Are contractors currently performing these services?

Answer: This is a new requirement. No contractors are currently performing the work described in the BAA.

2. Is this BAA limited to small businesses as the lead? Can an academic institution and/or a large company be the lead?

Answer: This is an unrestricted solicitation. Small businesses are encouraged to propose in response to this solicitation. This announcement is not restricted to small businesses. Academic institutions and large companies may be the lead.

3. Is participation in the BAA restricted to universities?

Answer: No.

4. Can the nanofilled polymer dielectrics and metallized capacitors be in the form of non-wound metallized polymer capacitors?

Answer: There are no explicit limits on any capacitor film processing technique or geometry as long as it is scalable for manufacturing packaged capacitors.

5. Is it acceptable to send the hard copy and CD, proposal package, by way of a commercial carrier like "Fedex"?

Answer: Yes, it is acceptable to send proposal packages by way of a commercial carrier like "Fedex". Please note that commercial carriers may not honor time-of-day delivery guarantees on military installations. Early proposal submission is encouraged.

6. Please confirm that AFRL is seeking proposals which include complete costing for the two Option years with backup, and that AFRL is not looking for a Rough Order of Magnitude (ROM) for the two Option years.

Answer: Yes, that is correct. AFRL is seeking proposals which include complete costing for the two Option years with backup. AFRL is not looking for a Rough Order of Magnitude (ROM) for the two Option years.

7. The BAA identifies either Cost or Cost-Plus-Fixed-Fee as the planned contract type. The BAA also appears to allow for the possibility of other contract types as well. If we were to submit a Fixed Price proposal, would we be deemed to be non-compliant with the BAA?

Answer: The BAA states “It is anticipated that cost-reimbursement type contracts (Cost or cost-plus-fixed-fee) will be awarded under this solicitation. The Government reserves the right to award other contract types as well.” Therefore, you would not automatically be deemed non-compliant for submitting a Fixed Price proposal. Any such proposal will be evaluated.

8. What is meant by “Low loss of 0.1”?

Answer: This should read “Low loss of <0.1%.”

9. Are there any specific temperature ranges for capacitor operation?

Answer: Capacitor films and packaged capacitors should meet -55C to 150C temperature ranges (absolute minimum are the Mil-Spec range of -55C to 125C).

10. What film thickness and what operating voltage are you looking for?

Answer: The Government is looking for high energy density packaged capacitors with sub microsecond discharge rate; we do not specify film thickness, but the capacitor operating voltage should be at least 10kV.

11. Is there a weight-percent minimum that you have to have to qualify "highly loaded?"

Answer: There is no weight limit, but the focus on this BAA is nanofilled systems.
